Position Overview

This position works independently in the performance of semi-skilled to skilled labor connected to various water system construction and maintenance activities under the general supervision of the Assistant Water Operations Manager. Primary duties include communicating with customers in a positive and accurate manner, installing water meters, and turning off water services at the customer's request or due to delinquent bills. A water services field representative must have the ability to recognize signs of any unauthorized use of water services and must possess excellent verbal communication skills including the ability to de-escalate hostile situations. Other various responsibilities include, but are not limited to, the checking of leaks and the repair of leaks located in/around meter boxes.

Essential Duties and Responsibilities

• Maintain a safe working environment.
• Turn water services on and off.
• Complete meter orders and re-reads by accurately recording meter readings.
• Report water leaks and any unauthorized use of water services.
• Installation/repair of new meters.
• Repair leaks located in/around meter box.
• Isolate water main leaks using system valves.
• Use various applications of technology including GIS mapping and work order systems to complete tasks efficiently.
• Paint various structures and performs a variety of other semi-skilled maintenance and repair work.
• Service, clean, and maintains vehicles, tools, and equipment as necessary.
• Drive trucks and vehicles in connection with light hauling.
• Transport vehicles to Motor & Equipment services or other facilities to be repaired.
• Notify the Water Operations Manager and/or safety coordinator of safety hazards or vehicles that will not comply with D.O.T. standards.
• Must be able to handle complex customer problems and take the necessary steps to meet the customer's needs while using discretion and independent judgment.
• Handle and report all customer complaints courteously.
• Exercises extreme care on customer property to ensure good customer relations.
• Routine office follow-up and documentation.
• Required to be on call once every four weeks and respond to after-hours calls for non-delinquent utility accounts.
• Perform other duties as required.

• A High School graduate or equivalent is required. Plumbing experience preferred

Knowledge, Skill, and Ability

• Working knowledge of the use and maintenance of various hand tools and simple machinery. Knowledge of required inventory and acquisition and maintenance of required inventory.
• Ability to work under minimum supervision and maintain efficiency and accuracy in job performance. Ability to understand and follow simple written and oral instructions.

• Must be physically capable of performing strenuous manual labor in adverse weather conditions and be willing and available to be on call as needed.
• Must be capable of lifting to 50 pounds. Can see well enough to operate motor vehicles and hear well enough to communicate with other workers and supervisors, both by phone and in person.

Certifications and Licenses Required

• Must have a valid driver's license and be insurable by the Madison County Commission's risk underwriters.

Work Schedule

• 7:00 am - 3:30 pm
• Monday - Friday
• On-call as required

Healthcare Insurance: Blue Cross of Alabama is administered through the Local Government Health Insurance Plan (LGHIP).

Coverage Type Employees Premium

Single Coverage Bi-weekly Premium $ 61.00

Family Coverage Bi-weekly Premium $ 150.00

Dental Coverage: Dental coverage is included with LGHIP through Blue Cross and Blue Shield of Alabama. LGHIP manages dental costs and provides enhanced dental benefits using negotiated discounts with in-network dentists. To locate in-network dentists go to www.bcbsal.com. Assuming the services are covered you will normally only be responsible for out of pocket.

Life Insurance: Madison County provides $25,000 in life, $25,000 in accidental death and dismemberment and $25,000 line of duty insurance to eligible employees in certified positions.

Employee Retirement Plans: Employees are required to participate in the Employees Retirement System, which is a Defined Benefit Plan administered through the Retirement Systems of Alabama (RSA). Participants contribute 5% to 8.5% of their earnings depending on their hire date and classification. Sworn Certified Personnel have an accelerated contribution schedule

• Employer contribution percentage is set by the Retirement Systems of Alabama and changes annually.

Employee Clinic: Madison County employees and dependents over age 12 may use the Employee Health Clinic for the low co-pay of $15.00 per visit. To be eligible to use the clinic, the employee and dependent must be enrolled in Madison Countys health insurance plan as their primary coverage.
