Vice President of Operations (Commercial P&C Insurance)
Tokio Marine HCC – Public Risk Group, a member of the Tokio Marine family of companies, is a market leader in providing specialized insurance solutions for public entities. We serve a wide range of clients including cities, townships, police and fire departments, and correctional facilities, delivering innovative coverage and risk management tools across multiple states.
We are seeking an accomplished Vice President of Operations with current, substantial experience in the commercial property and casualty insurance industry. Reporting to the Public Risk Group President, the VP of Operations will serve as a key member of the business unit’s executive leadership team. This leader will translate strategy into execution; strengthen operational discipline, financial performance, and governance; and lead cross-functional teams in support of profitable, scalable growth.
This is not a general corporate operations role. The successful candidate will bring a deep understanding of the commercial insurance operating environment, including insurance product delivery, regulatory and compliance expectations, actuarial partnership, risk management, financial planning, and business-unit performance management.
The VP of Operations will oversee the Actuarial, Compliance, and Marketing & Communications functions and will work closely with underwriting, claims, finance, legal, technology, and corporate partners.
Key Responsibilities
Partner with the Public Risk Group President to establish and execute business-unit strategy, annual operating plans, growth priorities, financial plans, and enterprise initiatives.
Lead operational performance across the business unit, ensuring that people, processes, controls, and resources support profitable growth, service excellence, and regulatory compliance.
Provide executive leadership and direct oversight for Actuarial, Compliance, and Marketing & Communications, including goal setting, performance management, succession planning, and talent development.
Translate actuarial, underwriting, claims, financial, and operational data into clear business insights and recommendations for senior leadership.
Partner with actuarial leadership on pricing, reserving, profitability, portfolio performance, exposure trends, and strategic growth decisions.
Partner with Compliance, Legal, and other business leaders to develop, implement, and monitor policies, procedures, controls, and governance practices appropriate for a multi-state commercial insurance business.
Drive continuous improvement initiatives that enhance operational efficiency, scalability, cost discipline, controls, and customer or broker experience.
Lead annual and long-range business planning, resource planning, budgeting, expense management, and operational forecasting.
Develop and present executive-level reports, dashboards, and business reviews addressing operational performance, financial results, compliance matters, key risks, and strategic initiatives.
Lead the preparation and delivery of leadership meetings, town halls, quarterly business reviews, and executive communications.
Advise the President and leadership team on organizational structure, operating-model effectiveness, workforce needs, and succession priorities.
Build strong partnerships across underwriting, claims, finance, legal, technology, risk management, and corporate functions.
Required Qualifications
Bachelor’s degree in Business Administration, Finance, Insurance, Risk Management, Management, or a related field; equivalent relevant experience may be considered.
15+ years of progressive experience in the commercial property and casualty insurance industry.
8+ years of senior leadership experience leading teams, functions, or business operations within a commercial insurance carrier, managing general agency, program administrator, or specialty insurance organization.
Demonstrated experience leading or materially influencing insurance business operations, strategic planning, financial planning, operating performance, or enterprise-wide initiatives.
Experience partnering directly with executive leadership on business strategy, financial results, operational priorities, and organizational effectiveness.
Working knowledge of commercial insurance operations, including the relationships among underwriting, claims, actuarial, compliance, finance, product, distribution, and risk management.
Demonstrated experience operating within a regulated, multi-state insurance environment.
Strong experience managing budgets, resources, operational priorities, and complex cross-functional initiatives.
Proven ability to develop leaders and build accountable, high-performing teams.
Preferred Qualifications
Experience in public entity, municipal, governmental, specialty casualty, or commercial property and casualty insurance.
Experience working with or leading actuarial, compliance, underwriting operations, claims operations, product, or business planning functions.
Knowledge of state insurance regulatory expectations, market conduct, compliance controls, and insurance governance practices.
Experience supporting a specialty insurance, public risk, program, or niche commercial insurance business.
Advanced degree, MBA, CPCU, ARM, ARe, or other relevant insurance or risk-management designation.
