The Department of Human Resource Management is seeking a dynamic, strategic, and people-centered Virginia Management Fellows (VMF) Program Manager—a role designed for someone who thrives at the intersection of talent development, partnership building, and mission-driven public service.
The VMF Program stands as the Commonwealth’s premier early-career leadership pipeline, preparing the next generation of state government leaders through purposeful rotations, immersive learning, and coaching that transforms potential into impact. As Program Manager, you won’t simply manage a program—you will shape its direction, elevate its influence, and ensure Fellows experience the best introduction to public service that Virginia has to offer.
As the guiding force behind the VMF Program, you will oversee its full lifecycle—from high-energy recruitment campaigns to meaningful cohort experiences, strategic rotation placement, stakeholder engagement, and program evolution informed by data and statewide workforce needs.
Your work will directly influence the future leadership capacity of the Commonwealth through responsibilities such as recruitment and onboarding; rotation design and agency partnerships; program operations and cohort experience; coaching, learning and development; data, evaluation, and strategy; contract, budget and resource management.

Minimum Qualifications
Significant experience in delivering HR services including recruitment, selection, onboarding, employee relations, performance management, HR policy interpretation, compensation, workforce planning, and general HR operations. Demonstrated experience with rotational development programs, fellowships, or similar programs including early career recruitment and development. Experience successfully managing contracts and vendor relationships. Demonstrated experience conducting and evaluating HR related quantitative and qualitative analytics. Experience coaching and working with early‑career professionals. Proven program or project management skills with ability to deliver successful outcomes. Proficiency with developing and delivering learning opportunities including training and other learning modalities. Proficiency with Microsoft Office, Excel, and virtual meeting/training tools. High school graduate or equivalent.
Additional Considerations
Coursework in HR, business, public administration, behavioral sciences, education, or organizational development. HR or learning certifications Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Society for Human Resource Management-Certified Professional (SHRM-CP), Certified Professional in Training Management (CPTM), Certified Professional in Learning and Performance (CPLP), Certified Professional in Talent Development (CPTD). Experience working in state or other government human resource management. Ability to design dashboards or data visualizations. Experience using applicant tracking systems, learning management systems, and program evaluation tools.
