Description

The Vice President of Operations/CFO serves as the Colleges chief operating and financial officer, providing executive leadership and strategic direction for all business, financial, and operational functions. Reporting to the President, this position oversees Business and Finance for the College, financial operations for the Foundation, Facilities and Construction, Financial Aid, Information Services, and Auxiliary Services, and is responsible for the fiscal integrity, operational efficiency, and long-term sustainability of the institution. As a key member of the Presidents Executive Team, the Vice President of Operations/CFO advises on institutional planning, policy development, and resource allocation, and represents the College with the Board of Trustees, external auditors, state agencies, and community partners.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

General Leadership

  • Serves as a member of the Presidents Executive Cabinet, contributing to institutional strategic planning, policy development, and organizational decision-making.
  • Provides executive leadership, supervision, and performance evaluation for directors and staff across all areas of responsibility.
  • Represents the College with the Board of Trustees, State Board of Community Colleges, external auditors, bond counsel, banking institutions, and community partners on business and financial matters.
  • Develops, recommends, and implements policies and procedures to strengthen internal controls, regulatory compliance, and operational efficiency College-wide.
  • Performs other duties as assigned by the President.

Business and Finance for the College and Foundation

  • Directs all College and Foundation accounting, budgeting, purchasing, and financial reporting operations, ensuring compliance with GASB, and applicable state and federal regulations.
  • Develops and administers the Colleges annual operating and capital budgets in collaboration with the President and Executive Team, and monitors revenue and expenditures throughout the fiscal year.
  • Oversees preparation of the Colleges annual financial statements and coordinates the annual external and state audits, including the Foundations independent audit.
  • Serves as the primary financial advisor to the President and Board of Trustees, presenting financial reports, forecasts, and recommendations.
  • Partners with the College Foundations Executive Director and Board on investment policy, endowment management, gift accounting, and stewardship of philanthropic funds.
  • Ensures sound internal controls, cash management, and risk management practices across all fiscal operations.

Facilities and Construction

  • Provides executive oversight of facilities planning, maintenance, capital construction, and renovation projects across all College campuses and centers.
  • Oversees management of construction and renovation projects, including budgeting, bidding, contract administration, and compliance with state procurement requirements and building codes.
  • Ensures campus facilities, grounds, and equipment are maintained to provide a safe, functional, and welcoming environment for students, employees, and the community.
  • Manages relationships with architects, engineers, contractors, and state facility planning agencies.

Financial Aid

  • Provides executive oversight of the Financial Aid office, ensuring compliance with federal Title IV regulations, state aid programs, and institutional aid policies.
  • Ensures accurate and timely administration, disbursement, and reconciliation of federal, state, and institutional financial aid funds.
  • Oversees preparation and submission of required federal and state financial aid reports, and ensures readiness for program reviews and audits.
  • Collaborates with Student Services to support student access, retention, and completion through effective financial aid delivery.

Information Services

  • Provides executive oversight of Information Services/Information Technology, including infrastructure, enterprise systems, cybersecurity, and technology support for the College.
  • Directs development and implementation of the Colleges technology strategic plan, ensuring alignment with institutional goals and industry best practices.
  • Oversees data governance, information security, and disaster recovery/business continuity planning for institutional systems and data.
  • Ensures technology resources and services effectively support instruction, administration, and student services.

Auxiliary Services

  • Provides executive oversight of auxiliary services operations, including bookstore, vending, and other revenue-generating enterprises.
  • Ensures auxiliary services operate efficiently, deliver quality service to students and the campus community, and generate appropriate revenue to support institutional operations.
  • Negotiates and manages contracts with outsourced auxiliary service vendors, ensuring compliance with contract terms and service standards.
  • Reviews auxiliary services budgets, pricing, and financial performance, and recommends improvements as needed.
