    Position Overview

VIA98 Workforce is seeking an accomplished federal government, defense, or military executive to build and lead our Federal Government Solutions Division.

This is a strategic leadership opportunity for an individual who wants to leverage decades of government, military, or federal contracting experience to build a successful and sustainable business.

With workforce expertise dating back to 1998, VIA98 Workforce has an established foundation in staffing, recruiting, payroll administration, workforce management, and public-sector services. We are now seeking the right executive to lead our expansion into the federal marketplace.

The selected individual will work directly with our President & CEO to develop federal business strategy, establish government and prime contractor relationships, identify and pursue contract opportunities, and ultimately build a profitable federal business division.

This is not simply a business development or sales position. We are seeking a leader capable of building and managing an entire business operation.

    Key Responsibilities

Federal Business Strategy & Division Development

    • Develop and execute a comprehensive federal market entry and growth strategy.

    • Identify opportunities within the Department of Defense (DoD), military installations, federal civilian agencies, and aviation-related government operations.

    • Establish strategic business objectives, revenue targets, and long-term expansion plans.

    • Develop the division's operational structure, staffing requirements, and business development processes.

    • Work with executive leadership to establish budgets, resource requirements, and performance expectations.

    Federal Contracting & Business Development

    • Identify and pursue federal contracting opportunities through SAM.gov, agency procurement forecasts, industry events, and existing professional networks.

    • Develop relationships with federal contracting officers, acquisition professionals, program managers, and government decision-makers in compliance with applicable ethics and procurement rules.

    • Evaluate contract opportunities, including competitive solicitations, set-aside programs, subcontracting arrangements, and government procurement vehicles.

    • Lead capture planning, teaming strategies, proposal development, and bid/no-bid decisions.

    • Develop strategic relationships with established federal prime contractors and subcontractors.

    • Position VIA98 Workforce as a reliable workforce solutions partner within the federal contracting community.

Department of Defense & Aviation Market Development

    • Identify workforce and service opportunities supporting military installations, defense contractors, and DoD-related operations.

    • Expand opportunities within federal aviation, airport operations, logistics, maintenance support, facilities management, and related workforce services.

    • Leverage VIA98's existing staffing and workforce infrastructure to develop solutions for government and contractor requirements.

    • Identify opportunities where VIA98's recruiting, workforce management, payroll, and contract staffing capabilities offer a competitive advantage.

    Leadership, Operations & Performance

    • Build and lead a federal business development and operations team as the division grows.

    • Coordinate with VIA98's recruiting, payroll, compliance, finance, and executive management teams.

    • Oversee contract performance, client relationships, service delivery, and profitability.

    • Establish measurable performance indicators covering business development pipelines, contract awards, revenue growth, and financial performance.

    • Maintain compliance with applicable federal contracting requirements and company policies.

    • Provide regular strategic and financial performance reports directly to the President & CEO.

    Ideal Candidate Profile

We are particularly interested in individuals with one or more of the following professional backgrounds:

    • Retired senior military officer, including field-grade, General, or Flag Officer experience.

    • Former Senior Executive Service (SES) member or senior federal civilian executive.

    • Experienced federal government contracting or acquisition executive.

    • Former senior leader within a federal prime contracting organization.

    • Proven federal business development, capture management, or government contracting professional.

    Preferred Qualifications

    • Demonstrated leadership experience within federal agencies, the Department of Defense, or the federal contracting industry.

    • Strong understanding of federal acquisition processes, procurement regulations, contract vehicles, and competitive contracting strategies.

    • Established professional relationships across government agencies, defense contractors, and the federal contracting community.

    • Documented success developing business opportunities, winning contracts, or managing federal programs.

    • Familiarity with FAR requirements, small-business contracting programs, and federal subcontracting arrangements.

    • Experience developing business strategies, managing teams, and overseeing financial performance.

    • Strong communication, negotiation, strategic planning, and executive leadership skills.

    • Ability to independently develop opportunities while collaborating with an established company's leadership and support teams.

Prior staffing industry experience is beneficial but not required. Federal contracting knowledge, leadership ability, sound judgment, and demonstrated business development success are our primary considerations.
