    Position Description

    About Harris County Flood Control District:

    The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

    Production Supervisor Job Summary:

    The District is seeking candidates for the Vegetation Management Inspector II position, who will be responsible for inspecting and providing quality control of the District's drainage and channel maintenance projects. The Inspector will work closely with outside contractors to inspect streams and bayous for needed maintenance, including turf establishment, mowing, debris removal, selective clearing, tree planting, and hazardous tree removal.

    Essential Functions and Duties:

    Field Operations & Inspections

    • Inspect the District's infrastructure, such as channels, detention basins, and buy-out lots, for needed maintenance.
    • Measure, calculate, and verify contract quantities completed by the contractor for payment.
    • Maintain daily records of work performed by contractors.

    Project & Contract Management

    • Complete project work orders and schedule contract work.
    • Complete daily status reports, project reports, and contractor work schedules for multiple contracts across various disciplines with a high degree of independence.
    • Schedule and conduct meetings with contractor representatives.

    Financial & Administrative Tasks

    • Prepare invoice estimates for monthly contractor payments.
    • Prepare correspondence, complete forms, and maintain records and files.

    Additional Responsibilities & Duties

    • Mentor entry-level inspectors on job duties and responsibilities. Present and discuss topics relating to inspection duties during weekly meetings.
    • Assume additional responsibilities as required, adapting to the Districts evolving demands, responsibilities, needs, and objectives.

    Requirements

    Education and Experience:

    • High school diploma or G.E.D. equivalent

    • Five years of verifiable experience in vegetation management, construction inspection, and/ or landscape Installation,

    OR

    • Five (5) years of experience in project management, business, or a similar field.

    Licensure:

    • Valid Class "C" Texas Driver's License

    Knowledge, Skills, and Abilities:

    • Good knowledge of Microsoft Office applications.
    • Good verbal & written communication skills.
    • Good organizational skills.
    • Ability to prioritize and manage multiple projects and/or assignments.
    • Ability to be self-motivated. A self-starter.
    • Ability to work in an outdoor setting.

    • Approximately 10% of duties are performed indoors in a normal office environment with acceptable lighting, temperature, air conditioning, and noise levels.
