The Virginia Vital Events and Screening Tracking System (VVESTS) is an essential platform developed in Oracle Application Express (APEX), a secure, low-code development environment designed to build scalable enterprise applications. VVESTS plays a crucial role in supporting mission-critical functions for the Virginia Department of Health, including managing the Birth Registry, Death Registry (EDRS), and Screening Registry. The system also facilitates integration with multiple state partners such as the Library of Virginia (LVA), Department of Social Services (DSS), Department of Motor Vehicles (DMV), and Division of Consolidated Laboratory Services (DCLS), as well as federal agencies including the Social Security Administration (SSA), Centers for Disease Control and Prevention (CDC), National Center for Health Statistics (NCHS), and the National Association for Public Health Statistics and Information Systems (NAPHSIS).
Given the highly sensitive nature of the data managed within VVESTS, which includes Personally Identifiable Information (PII) and Protected Health Information (PHI), ongoing modernization and enhancement using advanced Oracle APEX features are vital. This ensures the maintenance of strict security standards, improvement of system performance, and continued compliance with HIPAA regulations.
This position involves Oracle APEX development to implement new enhancements that support the data modernization of vital records and vital statistics projects. The focus will be on creating new Oracle APEX pages and application components, strengthening security controls, improving the user experience through modern UI capabilities, and ensuring the long-term sustainability of the VVESTS platform.
