PUBLIC WORKS/UTILITY DEPARTMENT

Under the general direction of the Utility Plants Manager or designee, the purpose of the position is to direct and supervise activities related to the maintenance, repair, retro fit and/or replacement of all water and wastewater plant, lift station, well field and other equipment in the Citys PW/Utilities Plants Division. Employees in this classification function in a middle management capacity, Objective is to maintain the utility infrastructure and equipment in compliance with all applicable federal, state, and local regulatory requirements applicable to the work.

Examples of Duties

Trains, supervises and evaluates Plants maintenance staff; manages maintenance and construction work in the water/wastewater division of the Public Works/Utilities Department; ensures compliance with structural and production standards.

Plans, organizes and implements utility maintenance division goals and objectives; coordinates and integrates all activities toward achievement of established goals and objectives; implements departmental policies and procedures.

Performs various managerial duties, e.g., leads maintenance staff meetings; participates in management meeting to plan Utility activities and for the dissemination of information; prepares various reports; performs calculations, evaluates quantitative/qualitative analysis and interprets data to present performance evaluations.

Prepares maintenance and repair project schedules and procedures.

Reviews construction specifications and plans for water, wastewater and reclamation projects, e.g., equipment, development.

Receives and investigates complaints and inquiries; prepares proper response; refers matters as appropriate to superiors; and performs necessary follow-up action.

Performs routine and periodic inspections of maintenance, construction and equipment activities to ensure maximum operating potential.

Reviews and analyzes maintenance and repair projects and procedures.

Evaluates the various programs to ensure adherence with all safety requirements.

Evaluates complex maintenance and repair duties of water and wastewater equipment and facilities, e.g., pumps, storage tanks, aerators, precipitators, filters, motors, pulleys, drivebelts, solids and chemical handling.

Facilitates the collaboration between Plants' Maintenance and Operations staff for maintenance and repair activities and related critical events; responds to emergency call-in in disasters or other critical events.

ADDITIONAL POSITION FUNCTIONS

Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

Minimum Qualifications

High School Diploma or GED; supplemented by eight (8) to ten (10) years progressively responsible experience in utility plant operations and maintenance, to include a minimum of five (5) years within a supervisory capacity; or an equivalent combination of education, certification, training and/or experience.

Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher-level Emergency Operations Center (EOC), MACS, and ICS related training.

PREFERRED QUALIFICATIONS

Associates Degree in Construction Engineering, Facility Maintenance, or a closely related field.

Ability to effectively manage a staff comprised of technical staff engaged in carrying out departmental functions; ability to understand, follow and provide verbal and written instructions.

Ability to provide guidance and instruction to technical level staff in proper methods ,techniques and procedures regarding water and wastewater system operations and maintenance.

Skill in reading and interpreting technical journal sand periodicals, industry specific periodicals and related technical information and data; skill in researching, compiling, and summarizing training data and information materials.

Ability to interpret rules, regulations, and policies for effective decision-making in accordance with established precedent.

Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.

Ability to inspect utilities machinery and mechanical equipment and to detect and identify apparatus malfunctions.

Knowledge of established procedures, departmental guidelines, and regulatory requirements applicable to the work.

Ability to operate various office equipment, e.g., computer terminals, telephone systems, calculator.

Skill in establishing and maintaining effective working relationships and communications with other employees, vendors, and the public.

Skill in organizing work, establishing priorities, meeting established deadlines, and following up on assignments with a minimum of direction.

While performing the essential functions of this position the employee is frequently exposed to fumes or airborne particles, toxic or caustic substances, excessive noise, vehicular traffic, and dampness/humidity. While performing the essential functions of this job, the incumbent is regularly exposed to possible bodily injury from electrical shock; falling from high, exposed places; and moving mechanical parts of equipment, tools, and machinery.
