PURPOSE OF POSITION:

The purpose of this position is to perform technical and administrative work directing, coordinating, supervising and participating in the repair and maintenance of water and wastewater facilities and specialized equipment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  1. Plans, schedules, and supervises the work of subordinate employees engaged in the repair and maintenance of water and wastewater treatment, distribution, collection, and storage facilities.

  2. Responsible for the repair and maintenance of utility instrumentation and SCADA systems.

  3. Supervises and inspects major repair, overhaul, and maintenance work performed on utility facilities by City personnel.

  4. Responds to emergencies involving the sanitary sewer system.

  5. Provides technical advice and assistance.

  6. Determines the need and feasibility of major repairs on individual pieces of utility equipment.

  7. Orders and secures needed parts and equipment, stores supplies, maintains inventory control.

  8. Operates and maintains computerized preventative maintenance database and other records.

  9. Prepares and reviews specifications for recommended purchases.

  10. Prepares special reports as required.

  11. Trains technical and service staff on proper maintenance and energy conservation.

  12. May be required to work overtime and/or be on call; and be able to respond to emergencies within a reasonable time.

  13. Regular and predictable attendance.

  14. Ability to work in a cooperative manner with others.

  15. Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Associates degree in a construction/maintenance field, three (3) to five (5) years' recent work experience in the field of facility maintenance (preferably utility related) or related field; or an equivalent combination of education, experience, and training.
  • Previous supervisory/leadership experience preferred.
  • Must have a valid driver's license.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Comprehensive knowledge of the principles and practices of utility mechanical and electrical maintenance and repair.
  • Comprehensive knowledge of the characteristics and maintenance needs of a wide variety of utility instrumentation and mechanical equipment.
  • Comprehensive knowledge of the hazards and safety precautions necessary for utility maintenance and repair operations.
  • Skill in the use of equipment and tools of the trade.
  • Ability to prepare plans and detailed reports.
  • Ability to plan and supervise the work of skilled, semiskilled or unskilled workers on a large scale over a wide area.
  • Ability to establish and maintain effective working relationships with other departmental staff, contractors and the general public.
  • Ability to establish and maintain effective and professional working relationships with vendors and staff.
  • Ability to plan, organize, manage, direct, and evaluate the work of subordinate employees.
  • Ability to establish and maintain effective and professional working relationships with other employees, department heads and governmental officials.
  • General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment.
  • Ability to prepare and maintain accurate and concise records and reports.
  • General knowledge of the operation of standard office equipment and software.
  • Ability to understand and effectively carry out verbal and written instructions.
  • Ability to communicate effectively with other members of the staff, supervisor, and the public.
  • Ability to communicate in both written and verbal form.

WORK ENVIRONMENT:

The worker is subject to inside and outside environmental conditions, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils.
