POSITION SUMMARY
Under general supervision, performs daily work assignments for the Utility Maintenance Division of the Utilities Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority
ADVANCEMENT OPPORTUNITIES
With a supervisory endorsement and Department Director approval, a Utility Maintenance Operator I who meets the required qualifications of a Utility Maintenance Operator II is eligible for automatic promotion to Utility Maintenance Operator II pursuant to the City of Alamogordo's Utilities Department Certified Operator Pay Plan Policy.
RECRUITMENT QUALIFICATIONS
Required:
- High School Diploma or GED;
- Pay Grade DO1A: Valid Distribution Systems 1 (DS1) or Collection Systems 1 (CS1) certifications* issued by the New Mexico Water Quality Control Commission;
- Pay Grade DO1B: Valid Distribution Systems 1 (DS1) and Collection Systems 1 (CS1) certifications* issued by the New Mexico Water Quality Control Commission; and
- Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo (valid out-of-state license may be considered acceptable until NM CDL is obtained).
Required within sixty (60) days:
- Successful completion of NM811 training (Excavation Law Class).
Required within six (6) months:
- OSHA-compliant Flagger certification; and
- Valid New Mexico Class A Commercial Driver's License with Tank (N) endorsement and a driving record acceptable to the City of Alamogordo. Skills testing shall be performed in a commercial vehicle equipped with a manual transmission. Drivers shall be granted a period of six (6) months to upgrade and remove an automatic transmission (E) restriction if one exists.
Required within twenty-four (24) months of assuming an Operator I position:
- Distribution Systems 2 (DS2) and Collection Systems 2 (CS2) certifications* issued by the New Mexico Water Quality Control Commission; and
- Traffic Control Supervisor (TCT) certification.
- Acceptable substitutions for DS1 and CS1 are Water Supply Level 1 (WS1) and Wastewater Level 1 (WW1) certifications, respectively, issued by the New Mexico Water Quality Control Commission. Acceptable substitutions for DS2 and CS2 are WS2 and WW2, respectively. Minimum qualifications for certifications are determined by the NMED Utility Operator Certification Program. Testing eligibility and renewal requirements are subject to change pursuant to the Program.
PRIMARY DUTIES AND RESPONSIBILITIES
Essential Duties
- Performs duties safely by following industry safety standards for shoring, trenching, confined spaces, lockout-tag out, and PPE, including hearing and eye protection;
- Locates water and sewer lines;
- Makes supervised repairs of water and sewer leaks, including digging holes and trenches, using a backhoe and other equipment, and placing necessary shoring;
- Makes supervised water and sewer taps and sets meters for new customers;
- Makes supervised installations and replacements of water and sewer mains, service lines, curb stops, valves, meters, and hydrants;
- With supervision, performs preventive and corrective maintenance on water and sewer lines, including unclogging lines, exercising and/or replacing valves, repairing pumps, entering confined spaces, and testing for low water pressure;
- Performs mid-level work involving the construction, renovation, modification, and installation of water distribution and collection systems in accordance with the Federal Safe Drinking Water Act (PL93-523), New Mexico Environment Department Water Quality Bureau, and the City of Alamogordo Technical Standards;
- Safely uses and operates various construction and maintenance equipment and tools such as trucks, light and heavy equipment, cutting and breaking equipment, jackhammers, tamper, and a full range of hand and power tools;
- Performs construction site dress-ups by pouring fill material, tamping, and landscaping over the affected area;
- Assists the Public Works Department in repairing roads and sidewalks, including performing concrete work after completion of leak maintenance or tap installation, and line repairs;
- Raises and lowers manhole covers and meter boxes up to grade and shoots grades on sewer lines to determine proper fall;
- Reads and maintains various flow meters, water interconnects, meters/gauges, and other electrical meters;
- Ensures that assigned truck has adequate supplies, hauls materials to worksites, and maintains truck in proper working condition;
- Performs routine operator maintenance checks on equipment prior to operation;
- Correctly and safely loads and unloads, ties down, and transports various types of equipment and supplies to and from worksites;
- Ensures that work areas and service trucks are organized and clean; ensures that equipment is cleaned after use;
- Responsible for proper traffic control compliance using the Manual of Uniform Traffic Control Devices (M.U.T.C.D.) standards to ensure employee safety with equal considerations for public safety and convenience;
- Drives City vehicles in the performance of duties;
- Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
- Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
- Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
OTHER IMPORTANT DUTIES
- Must obtain and maintain all licenses, certifications, and safety training necessary to safely perform assigned duties and comply with applicable laws, regulations, and department policies. This includes, but is not limited to, OSHA safety training, equipment operation certification, confined space entry, lockout/tagout, personal protective equipment (PPE) usage, and any job-specific compliance requirements;
- Provides guidance to less experienced personnel as assigned;
- Required to perform on-call rotation duties outside of normal work hours, including evenings, weekends, and holidays;
- Occasional travel may be required;
- Non-traditional work hours are necessary during evenings, weekends, and holidays to prevent or reduce the disruption of utility services to customers;
- Maintains the confidentiality of information obtained during the performance of duties; and
- Performs such other duties as may be assigned.
