OVERVIEW
Kitsap County is seeking a skilled and motivated Utilities Maintenance Worker, Technician, or Specialist to join our Sewer Collections team. This position may be filled at any level, depending on the successful candidates qualifications, experience, certifications, and demonstrated competencies. You will help maintain the critical infrastructure that protects public health, preserves the environment, and supports thriving communities. This is an outstanding opportunity for a hands-on public works professional who enjoys operating equipment, solving infrastructure challenges, and contributing to essential utility services.
As a member of the Sewer Utility and Stormwater Programs, youll work on a diverse range of maintenance, construction, and rehabilitation projects that directly improve Kitsap Countys wastewater and stormwater systems. From operating specialized equipment and performing underground utility repairs to leading field crews and responding during emergency events, this role offers variety, responsibility, and meaningful opportunities to expand your technical expertise while making a lasting impact on the community.
Automatic Progression Requirements
Employees hired at the Utility Maintenance Worker or Technician level are eligible for automatic progression to the next level in the series upon successful completion of all required training, time-in-position, and certifications as outlined in the Utility Maintenance Training Workbook.
What you will do:
Utility Maintenance Workers and Technicians perform foundational maintenance, construction, and inspection activities while developing the knowledge, skills, and certifications required for advancement. As employees progress through the series, they are assigned increasingly complex technical work, operate specialized equipment, and may assume responsibility for leading field crews.
What you bring:
Professional Experience. Experience should demonstrate the ability to safely perform physical labor, use hand and power tools, follow established procedures, and support infrastructure maintenance activities, with progressively responsible experience involving equipment operation, troubleshooting, infrastructure assessment, and completion of increasingly complex maintenance activities.
Worker / Technician: Six (6) months of experience performing maintenance, construction, mechanical, utility, landscaping, grounds maintenance, environmental services, warehousing, manufacturing, or other outdoor or labor-intensive work for the Worker level, or one (1) year of such experience for the Technician level. Experience should demonstrate the ability to safely perform physical labor, use tools and equipment, follow procedures, perform routine maintenance and repairs, and support field operations with increasing independence.
Specialist: Three (3) years of specialized experience performing maintenance, repair, construction, inspection, or rehabilitation work involving wastewater collection systems, stormwater infrastructure, underground utilities, pipelines, public works infrastructure, or a closely related field. Experience should demonstrate advanced knowledge and independent proficiency in operating specialized equipment, troubleshooting complex infrastructure issues, conducting inspections, interpreting plans, and performing complex construction and rehabilitation work safely and effectively.
Credentials/Licensing
Must have a current Washington Class A CDL with an N or X endorsement and no air-brake restriction, or obtain one within 12 months of employment.
Communication/Interpersonal Skills
Strong communication and teamwork skills with the ability to coordinate effectively with crew members, supervisors, contractors, and the public. Must be able to accurately document work activities, communicate field conditions, support emergency response efforts, and contribute to a safety-focused work environment.
Additional Preferred Qualifications
Experience working in municipal utilities, wastewater collection systems, stormwater management programs, or public works operations
Familiarity with Green Stormwater Infrastructure (GSI), Low Impact Development (LID) systems, CCTV inspection technology, or utility asset management practices
Demonstrated commitment to ongoing training and advancement within a skilled trades environment.

Pass a medical evaluation that includes a physical, fitness, audiometric testing, and for CDL Drivers, a DOT drug test.
Report for duty on time and remain at work until the end of their scheduled shift even if an inclement weather event or emergency is declared as an "Essential Employee" under the Public Works Inclement Weather/Emergency Response policy.
Driving Requirements: The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
CDL Driver: Operating County owned vehicles and CDL vehicles. Successful candidates must have a current Washington State Class A Commercial Driver License (CDL) with an N or X endorsement and no air-brake restriction, or obtain one within 12 months of employment.
Prior to CDL Assignment:
CDL drivers must submit a current medical card.
CDL Drivers in accordance with federal regulations and Kitsap County Drug and Alcohol Policy and Procedures for CDL Drivers, no employee will be allowed to operate CDL vehicles or equipment in this position for Kitsap County until he/she has successfully passed a urine drug screening; and enter into a random DOT regulated drug and alcohol testing process.
Within one year of employment, must obtain:
Washington State Industrial First Aid/CPR certification
Washington State Traffic Flagging Certification
Possess a valid Washington State Class A Commercial Drivers License (CDL) for the operation of related equipment with Endorsement N or X and air brake restriction removed.

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:
Upon completion of 3 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 10 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.

Driving Standard: This position will be operating a county owned vehicle. Successful candidates must meet this driving standard to be considered for this position. The standard for operating a county owned vehicle is as follows: • The applicant MUST be 18 years of age and has their drivers license for at least one year. • The applicants license must be in good standing.
