City of Newport Rhode Island C a r e e r O p p o r t u n i t y Position Title UTILITIES GIS & FIELD SPECIALIST Posting Date Wednesday June 17 2026 Closing Date Until Vacancy is Filled Department Utilities Brief Job Description essential functions of the job • Maintains the enterprise GIS of record for water wastewater and stormwater assets including spatial and attribute data schema compliance and version manageme nt. • Establishes and enforces QAQC standards for spatial accuracy attribute completeness and data lineage maintains the Cityworks AMS integration to ensure asset identifiers hierarchies and service areas remain synchronized between GIS and AMS . • Admini sters data governance practices including metadata change logs backup verification and retention aligned with the City records schedule. • Performs GNSS -based field verification of asset location material size depth where accessible and condition . • Coordinates with operations engineering and contractors to capture as -built conditions and reconcile discrepancies between record drawings and field conditions . • Supports CCTV inspection data management including spatial linkage of inspection results to col lection system assets and defect coding review. • Maintains the lead service line inventory spatial dataset and material classification attributes in coordination with the Departments LCRRLCRI program including support for the Jacobs machine learning cla ssification workstream and RIDOH submittals . • Maintains MS4 program spatial data including outfalls catchments IDDE investigations and BMPs and produces required annual report exhibits supports Consent Decree CMOM reporting by providing spatial and tab ular data on collection system condition inspection coverage and capital work . • Responds to APRA requests for mapping and geospatial data in coordination with the applicable staff applying appropriate exemptions for security -sensitive infrastruct ure. • Produces maps thematic layers dashboards and exhibits for engineering studies capital improvement prioritization rate cases council presentations and public communication . • Supports hydraulic modeling condition assessment and capital planning by preparing and validating spatial inputs . • Provides training and guidance to operations staff engineering staff and contractors on mobile GIS use field data entry and QAQC expectations. • Serves as mapping and location data lead during emergency resp onse events including main breaks sewer overflows and storm events . • Maintains documented procedures sufficient for continuity of GIS operations during absence of the Infrastructure Asset Manager. Minimum Entrance Qualificatio ns • Bachelors degree in Geography Geographic Information Systems Engineering Environmental Science or a closely related field. An Associates degree with four or more years of directly related experience may be accepted in lieu of a Bachelor s degree. • Minimum of three years of progressively responsible GIS experience including at least one year involving utility or public infrastructure data. • Valid Rhode Island drivers license at time of hire and throughout employment. • OSHA 10 Hour General Industry or Construction certification within six months of hire. • Confined space awareness training 29 CFR 1910.146 within six months of hire. Rhode Island work zone traffic control training within six months of hire. • GISP certifica tion or GNSS equipment manufacturer certification preferred. • Working knowledge of water distribution sanitary sewer collection and stormwater drainage system components. • Working knowledge of federal and state drinking water wastewater and stormwater regulatory frameworks . • Knowledge of GIS enterprise data governance metadata stan dards and records retention requirements. • Ability to read and interpret engineering drawings as -built plans and utility record drawings. • Ability to adapt to changing field conditions and operational priorities. • Skill in producing professional -quality maps dashboards and exhibits for technical and public audiences.
