Expected Starting Annual Range: $58,141.44 - $75,583.87
This classification develops and supervises the departments radio communications, emergency response, safety security and training programs, and related procedures, in coordination with other pertinent departments, i.e., Public Safety, Information Services and the County Attorney. The position is responsible for ensuring that utility operations and activities are in compliance with departmental, County, State, and Federal rules and regulations.
Note: This position is designated by the Manatee County Board of County Commissioners as serving at the will and pleasure of the County Administrator. Employment in this position is at will and may be terminated at any time, with or without cause or notice, in accordance with applicable federal and state laws. The work environment may include exposure to high noise levels while performing certain essential job functions. Job Description
Essential Functions

Effectively applies knowledge of principles and practices of vulnerability, assessment, hazard analysis, and security/safety management.
Skillfully communicates clearly and tactfully, orally and in writing; negotiates effectively; prepares complex written studies, plans, correspondence, contracts, and reports in a timely and accurate manner.
Conducts, reviews, and updates vulnerability assessments of utility facilities and operations; develops and administers a comprehensive, long-range security plan; ensures departmental adherence to local, state and federal regulations.
Develops specifications and service contracts for contracted security services, as needed; oversees contractor performance and service contacts to assure compliance with state and federal regulations.
Develops and manages the Communications and Safety Divisions budget.
Reviews utility operations and activities for conformance to required safety rules, regulations and procedures; functions as Departmental Safety Liaison to the County Risk Management Department.
Develops policies and procedures as needed to implement and maintain pertinent programs.
Investigates and applies for grant and other funding from State and Federal agencies to help fund security and safety programs/plans.
Writes technical reports, specifications, and proposed regulations regarding effective utility security and safety.
Performs supervisory functions of interviewing and selecting employees, planning, supervising, and reviewing work assignments, and completing performance reviews.
Performs office or administrative work and field inspections to verify proper security and safety procedures are being employed.
Coordinates with utilities divisions/sections and other applicable departments for the purchase, installation, maintenance and use of new security camera and systems.
Coordinates departmental system needs, including specifying equipment/accessories, equipment purchases, management, programming, and budgeting for radio, cellular and satellite communications equipment purchases, installation, maintenance and repairs; assures proper utilization, maintenance UD protocols regarding 800MHz, cellular, VHF and satellite transmitter and receiver equipment installed in water towers and other departmental sites.
Responsible for planning, administering, developing, coordinating and maintaining a comprehensive department-wide safety program; development and implementation of training classes pertaining to job and community health and safety; investigating accidents and proposing appropriate steps to lessen future exposure.
Develops, coordinates and participates in safety programs and training for the department-wide safety program; development and implementation of training classes pertaining to job and community health and safety; investigating accidents and proposing appropriate steps to lessen future exposure.
Develops, coordinates and participates in emergency response/safety programs and training for the Utilities Department and employees including: Cardiac Pulmonary Resuscitation (CPR), Automated External Defibrillator (AED), First Aid, Blood Pathogens - Infectious Exposure, Hazardous Substances, Industrial Safety; Coordinates emergency response/safety training activities with local, state and national organizations.
Investigates industrial and vehicle accidents that involve injury or death. Review workers compensation injury reports. Proposes mitigation strategies to lessen the frequency and severity of accidents.
Participate in the Sheriffs Accident Review Board and Crime Prevention programs.
Evaluates and assures Departmental compliance with County Safety Regulations and requirements.
Plans and reviews training materials and certification programs on a routine basis to ensure appropriate training is provided; develops new training programs for the department. Structures remedial training as needed for employees with performance problems.
Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee's qualifications, essential job functions, and appliable federal and Florida law.
Minimum Qualifications
Bachelors degree in criminal justice, industrial safety, management, or a related field. Minimum of five years work experience managing security and safety programs.
Past work history in education or training with significant and successful experience conducting a safety training program.
Knowledge of OSHA rules and regulations desired.
Minimum of two years supervisory experience.
Prior budgetary experience desired. Possession of Law Enforcement certification or State of Florida Security Guard License, or must obtain either within eighteen months of employment.
Certification as a Safety Professional or Associate Safety Professional or other equivalent desired.
First Aid/CPR/AED Instructor desired.
Valid drivers license with valid Florida drivers license within 30 days of hire.
Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position
