SUPERVISION RECEIVED: Reports to and works under the general supervision of the Utility Assistance Operations Manager, who assigns duties and reviews work for effectiveness pursuant to established work standards.
SUPERVISION EXERCISED: Supervision of assigned staff, participates in the selection of new personnel, performs employee performance evaluations.
POSITION SUMMARY:
Provide oversight and supervision in assigned Utility Assistance programs. Manage daily program operations, supervise staff, monitor program expenditures, and staff payroll processes.

QUALIFICATIONS & REQUIREMENTS
EDUCATION AND EXPERIENCE:
Bachelor's degree in social services, education, public administration, or related field, with at least one-year practical experience in the development, delivery, planning or assessment of social service or education related programs, or any combination of experience and training which provides the required knowledge, skills, and abilities.
In-depth knowledge of Federal and State Programs as related to services for low-income clients. Experience delivering direct services to low-income clients experiencing homelessness or housing instability as a case manager, services manager, family advocate, program specialist, or like positions.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Demonstrated ability:
Proficient with MS Office programs.

Possess and maintain a current Oregon driver's license and insurance levels consistent with ORS 806.010 is a requirement of the job.
