This position manages a staff of four across all efforts related to landlord engagement-inclusive of prospecting, recruitment, cultivation, and stewardship. Success in this role looks like the establishment and expansion of a robust network of strong landlord and property management partnerships, and an equally robust inventory of affordable fair-market rental housing for CoC partners to access. Reporting to the Director of Housing Services, the UAPM plays a key role in advancing cross-sector collaboration and driving measurable progress toward increasing access to affordable housing in Tulsa County.Primary ResponsibilitiesProgram and Staff ManagementSupervise and support Unit Acquisition Team (UAT) staff in short- and long-term operations, providing direction, coaching, and ongoing professional development to ensure consistent, high-quality services.Lead hiring, onboarding, and performance management in collaboration with HR and Director of Housing Services.Promote accountability through goal setting, regular check-ins, data reviews, and staff engagement.Program Implementation and OperationsManage daily and weekly moves management system for landlord prospecting and engagement tracking, ensuring short-, medium-, and long-term performance metrics are being met or exceeded.Expand programming with the intent of creating an inventory of available rental units for partners of the homeless response system to utilize, thereby increasing access to housing opportunities across the continuum of care, and improving system coordination around fair market housing resources.Coordinate with the agency's Outreach team to ensure housing needs for encampment decommissioning clients are being met in a timely manner.Work closely with the agency's Emergency Shelter Program team to maintain a ready inventory of housing opportunities for partners participating in rapid exit and supportive housing programs.Develop landlord cultivation and stewardship plans to build positive relationships with prospective partners and thank existing partners.Coordinate with Director of Communications and Director of Development on education and marketing opportunities and associated collateral.In partnership with the Finance & Grants team, ensure timely and accurate reporting and recordkeeping to expedite client assistance payment, payment of landlord incentives, and other housing-critical financial operations.Lead continuous improvement of operational processes related to data entry, financial tracking, and client services.Adapt to organizational needs during community emergencies, supporting crisis-response efforts when required (e.g., severe winter weather).Data, Reporting, and OutcomesMonitor data quality across all program platforms (HMIS, MS SharePoint, and FORWARD) to ensure accuracy and completeness.Track performance metrics and program outcomes and prepare reports for leadership, funders, and community partners.Collaborate with the Director of Housing Services and other leaders to analyze results, address performance gaps, and identify opportunities for improvement.Document program outcomes, success stories, and emerging trends to highlight program impact.QualificationsExperience in property management, fund development, sales, or related field.Minimum five years of progressive experience in housing, development, sales, or human services programs, including at least two years in a supervisory role.Demonstrated experience managing multi-stakeholder collaborations and complex grant-funded programs.Proven ability to coordinate across multiple teams and build relationships with landlords, community agencies, and government partners.Familiarity with moves management, data quality standards, and performance measurement frameworks.Strong analytical, communication, interpersonal, and organizational skills.Proficiency in Microsoft Office Suite.Valid driver's license and reliable transportation required.Preferred QualificationsExperience with property management systems and similar platforms/software (e.g., RentCafe, Zillow, Padmission, FORWARD, etc.).Experience with federal, state, or city-funded housing programs (HUD, ESG, ARPA, etc.).Familiarity with Tulsa's homeless service system and the A Way Home for Tulsa (AWH4T) Continuum of Care.Bachelor's degree in field related to human services, public administration, or business.Equal Opportunity EmployerHousing Solutions is an inclusive employer and does not discriminate against any employee or job applicant because of race, ethnicity, religion, national origin, sex, sexual orientation, gender identity, veteran status, disability status, age, or any other protected classes.
