TREASURY MANAGER

(Fiscal Manager, Senior)

Salary may be negotiable within the range listed above, based on position requirements and successful candidates qualifications, subject to appropriate authorization. The expected salary for the position is approximately at the midpoint of the listed salary range.

This recruitment will establish an open eligible list that will be used to fill current and future Fiscal Manager, Senior positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

TREASURER-TAX COLLECTOR

The mission of the Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, and investment of public funds. Our vision is to implement best business practices which maximize value, minimize costs, and provide timely, accurate and courteous services to our internal and external customers. THE OPPORTUNITY

The Treasury Manager, under the direction of the Director of Treasury, assists with all treasury management operations in the Treasury Division of TTC and supports the secure, accurate, and timely deposit and disbursement of over $10 billion in annual public funds. The position identifies and implements treasury transformation technology projects to reduce risks, minimize fraud and reduce costs for all Departments and Educational Districts. They will also be responsible for identifying and implementing new approved taxpayer payment options with digital wallets and direct pay for tax refunds using bank account and debit cards. This position is responsible for overseeing and assisting with the development of TTC's Treasury Information Technology (IT) strategy, including managing the Treasury Management software, bank connectivity, cash and liquidity management, transaction management, AI, Early Warning System, other fraud screening integration, and financial risk management. Moreover, they will oversee the cash flow forecast of public funds in the County Treasury, manage all County and Educational District bank and merchant processing accounts and other bank related services, identify cost-saving opportunities, streamline operations and ensure compliance with banking regulations, TTC banking policies, segregation of duties and auditing standards to maximize the protection of the County Treasury's cash assets. The position will also provide assistance with Educational District debt bond financing including official statement disclosures and debt service payments. Additionally, the incumbent will participate in the development of treasury management goals, objectives, policies, and procedures. The Treasury Manager will oversee and analyze the Division's treasury management data and operational requirements and direct the development and implementation of applicable treasury management systems and procedures to meet those requirements. The Treasury Manager is currently supported by a Cash Manager and three cash management staff positions.

Further responsibilities may include assisting with any of the following:

  • Drafting, recommending, analyzing, and implementing approved programs, policies, and procedures and treasury transformations to promote efficient and secure cash management, treasury, banking and investment operations and ensuring strong internal controls, segregation of duties, business continuity, and security of data, systems, and operations related to cash
  • Performing complex treasury duties and providing oversight of daily operations, banking relationships, cash management, bank account administration, debt administration, County banking infrastructure, bank deposits, reconciliation between bank accounts and treasury accounting records, and interest apportionment
  • Calculating and reviewing overall treasury operational costs, reviewing billing costs to appropriate departments and Educational Districts, and monitoring depository and custodial banking fees
  • Administering and overseeing merchant services programs, managing and maintaining bank accounts and online banking platforms, armored car services, and electronic payment systems; and developing and maintaining documentation for new and existing treasury processes in compliance with applicable security and regulatory requirements, including Payment Card Industry Data Security Standard (PCI DSS) and other applicable standards for both County and Educational District operations
  • Monitoring and investigating bank account activity and unusual transactions; analyzing and resolving payment processes issues; overseeing fraud prevention and mitigation efforts; coordinating training of fraud and protection of public funds for County and Educational Districts, and ensuring compliance with applicable laws, regulations, investment policies, and audit requirements
  • Maintaining banking and custodial relationships; evaluating banking services and fees; assisting with negotiating contracts with depository and custodial banks, armored carriers, and merchant service providers; and coordinating with financial institutions to facilitate fund transfers, resolve payment exceptions, and address fraud-related matters
  • Overseeing the calculations and management of daily liquidity to meet the County and Educational expenditure requirements; performing six-month to five-year liquidity forecasts, overseeing the receipt, safekeeping, custody, and disbursement of County funds via checks, automated clearing house (ACH) and wire transfers; and ensuring sufficient liquidity by overseeing cash forecasts

DESIRABLE QUALIFICATIONS

In addition to the minimum qualifications, the ideal candidate will possess a minimum of seven (7) years of progressive experience in a Treasury, accounting, finance, or banking role in the public sector or for a large public or private corporate treasury position. The ideal candidate will also possess at least three (3) years of lead, supervisory, or management level experience with responsibilities for finance, cash management, or treasury-related operations. Additionally, the incumbent will possess experience with banking systems, cash flow forecasting, wire transfers, ACH payment templates, early warning fraud system, bank reconciliations, and other related banking tools.

While not required, proficiency in financial modeling tools and advanced experience with a sophisticated treasury management system, such as Fidelity National Information Services (FIS) Quantum or similar stand-alone treasury management systems, is highly desirable. Moreover, experience in treasury transformation projects, investment principles and techniques, as well as experience in financial investment accounting using Generally Accepted Accounting Principles (GAAP) is also highly desirable as audited and reviewed financial reports are required to be produced on a quarterly and annual basis.

  • Proficiency in treasury management services, including bank reconciliations for complex organizations, merchant card services program administration and management, armored car services, remote deposit, bank account set-up, collateralization of public funds, direct payment options and electronic payment methods including ACH and Wire transfers

  • Experience in managing, setting up and maintaining bank accounts and online banking platforms and working knowledge of bank statement formats including Bank Administration Institute (BAI2) and host-to-host connectivity

  • Experience in fixed short-term cash flow analysis and forecasting and investment principles and debt principles including fixed income securities and duration management

  • Experience of risk management strategies including interest rate risk management

  • Proficient in financial data reconciliation and accounting processes relating to cash

  • Experience in bank account set-up, administration and management for a large organization

  • Experience in treasury and investment accounting for Financial Statements and related disclosures
