Job Description and Duties

Under the direction of Senior Transportation Engineer, the incumbent will be responsible for maintaining high standards of quality and safety in all testing and engineering activities. This role requires meticulous attention to detail and adherence to established test methods, specifications, manuals, procedures and guidelines. The position involves significant collaboration with various stakeholders including project managers, contractors, and regulatory agencies to ensure compliance with all relevant standards and regulations. Additionally, the incumbent is expected to contribute to the continuous improvement of testing methods and practices by participating in technical groups and staying abreast of industry advancements. Effective communication skills and the ability to provide expert opinions and recommendations are essential for success in this role. Possession of a valid driver's license is required when operating a State owned or leased vehicle. The incumbent will be assigned work based on Divisional and/or Departmental needs. Project sites vary throughout the State but mainly in San Bernardino/Riverside Counties and in various environments. Extensive travel is required.

Working Conditions

Position located at 13970 Victoria St Fontana CA, San Bernardino County.

This position requires the incumbent to work indoors and outdoors. While working indoors performs tasks related to material testing, documentation and/or communications with other personnel. Material testing involves frequent lifting, pushing, pulling, bending, sitting, squatting, climbing, twisting and repetitive use of arms and hands. Work locations may be in the metropolitan area or in remote sites in the vicinity of construction projects. Office space may be in the office building and/or trailers. Outdoor activity may increase exposure to moving traffic, loud noise, weather conditions of extreme heat and/or cold, dust, working on uneven terrain, adjacent to heavy equipment. May come in contract with hazardous materials, pesticides, chemicals; i.e.; paints, cleaners, solvents, etc. May require working in the field at night. Night work requires the ability to work with artificial lighting. Ability to maintain alertness to the environment is critical. Required to wear and utilize protective clothing, i.e.; hard hat, steeltoed shoes, vests, overalls, eye/hearing protection and respirator equipment. The incumbent will be assigned work based on Divisional and/or Departmental needs. Project sites vary throughout the State but mainly in San Bernardino/Riverside Counties and in various environments; Extensive travel is required.

The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee's goals. Assignments may involve long term travel and can be located throughout the state.

In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The incumbent must have knowledge of the basic principles of physics, chemistry, and mathematics as applied to civil engineering; knowledge of properties and use of engineering construction materials; knowledge of methods and equipment of lab testing and its relationship to engineering principles and materials used in highway construction, testing procedures, quality assurance, and typical operation of the district materials function. Must be capable of effectively working with other personnel representing all aspects of materials testing, standards, calibration, and usage. Incumbent must have the ability to coordinate laboratory activities making efficient use of available work force, adapt current test procedures to the production of consistent and quality samples, propose and develop testing and certification procedures, draft correspondence and reports on materials, equipment, or procedures for both problem-focused and routine procedures, and provide basic on-the-job training to engineering or technical personnel. Must have ability to make neat and accurate computations and engineering notes and prepare reports. Must have the ability to establish and maintain good and professional working relationships with other Department units, industry, and the contractor on Department projects. Must be familiar and able to follow the Department policies and procedures.
