    Position Summary

    Capital Area Transit System (CATS) is seeking a detail-oriented and analytical Transit Service Planning Coordinator to support fixed-route service planning, schedule development, service analysis, mapping, public timetable information, and implementation of service changes.

    The Coordinator uses ridership, scheduling, and operating data to evaluate route performance, running times, service reliability, productivity, and customer access. The position works closely with Transportation and other departments to develop practical service recommendations and ensure approved schedules and service changes can be operated effectively.

    Key Responsibilities
    • Analyze route performance, ridership, productivity, on-time performance, missed trips, running times, recovery time, and customer demand.
    • Identify opportunities to improve routes, schedules, service spans, frequencies, stops, and operating performance.
    • Prepare service-planning recommendations, alternatives, reports, and supporting data for management review.
    • Develop and maintain route schedules, public timetables, running-time profiles, recovery times, and related service-planning information.
    • Support run development, operator work assignments, relief points, and schedule implementation in coordination with Transportation.
    • Compare schedules with actual field conditions and operating performance and recommend adjustments when appropriate.
    • Coordinate implementation details for approved service changes.
    • Maintain accurate route, stop, schedule, GIS, GTFS, and related service-planning data as assigned.
    • Prepare maps, charts, tables, reports, and presentations.
    • Conduct field observations and ride checks to validate planning and scheduling information.
    • Support service-planning data quality and reporting requirements.
    • Coordinate with Transportation, Customer Engagement, Maintenance, IT, and other departments regarding service changes and customer information.
    • Support public outreach, meetings, and communications related to proposed or approved service changes.
    • Support special-event, detour, and temporary-service planning as assigned.
    Minimum Qualifications
    • Minimum of two (2) years of experience in transit planning, transit scheduling, transportation operations/analysis, GIS, data analysis, service planning, or a closely related field.
    • Strong analytical skills and experience working with spreadsheets and operational or performance data.
    • Working knowledge of fixed-route transportation operations, scheduling, or service-planning principles.
    • Ability to analyze data, identify trends, and develop clear recommendations.
    • Strong attention to detail and ability to maintain accurate schedules, records, and technical information.
    • Strong written and verbal communication skills, including the ability to present technical information clearly.
    • Proficiency with Microsoft Office applications, particularly Excel.
    Preferred Qualifications
    • Bachelor's degree in Planning, Transportation, Geography, Public Administration, Data Analytics, or a related field.
    • Public transit or fixed-route transportation experience.
    • Experience developing or analyzing transit schedules, running times, recovery times, routes, or service changes.
    • Experience with GIS, GTFS, transit scheduling software, mapping, or data-visualization tools.
    • Experience analyzing ridership, on-time performance, service reliability, or other transit performance measures.
    • Experience supporting public outreach or implementation of transit service changes.
    Additional Requirements
    • Ability to conduct field observations and ride transit service as necessary.
    • Ability to work occasional variable hours, evenings, weekends, or holidays to observe service or support service changes as required.
