ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-09 level, if you fulfill the following qualification requirement:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1) Assisting in the preparation of briefing materials, correspondence, reports, presentations, or other documents related to trade policy issues; and 2) Collecting, Researching, and summarizing information on trade, economic, or international relations issues to support organizations goals.
OR
B. A masters or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position.
OR
C. A combination of education and experience as listed above.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1) Analyzing trade, investment, economic, or international policy issues and identifying relevant trends, laws, or policy developments affecting trade outcomes; 2) Preparing written analyses, briefing materials, Congressional correspondence, or presentations that summarize trade and investment issues; and 3) Conducting research activities within a workgroup and utilizing relevant materials to assist in analysis.
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position.
OR
C. A combination of education and experience as listed above.
You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1) Conducting research and analysis of international trade and investment issues, including evaluating U.S. and foreign trade policies, laws, negotiating proposals, and economic trends; 2) Developing policy analyses and recommendations that contribute to the formulation of U.S. trade and investment policy and negotiating positions; 3) Preparing comprehensive briefing materials, Congressional testimony, reports, decision memoranda, and executive correspondence for senior officials; and 4) Coordinating research and analytical efforts across internal and external organizational teams to support trade policy decisions.
Preferred Experience: Language Proficiency This position requires the ability to read, write, and speak a language relevant to the assigned area in order to research, analyze, and interpret documents and other information. These languages include:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate schools definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
