    Job Description:

    GENERAL PURPOSE:  Under general supervision, provides financial oversight, planning, placement and monitoring of the County’s branding, tourism and marketing strategies as they relate to the County’s Tourism and Event Center, and as required by the NM True Brand Campaign; facilitates an active relationship with hotels/restaurants and attractions for Sandoval County; directs and coordinates event, staffing and advance planning of the site; develops policies and procedures, facility management guidelines, and formation and implementation of various marketing plans for consideration. Work involves marketing Sandoval County to stimulate economic development and promote tourism and supporting these efforts by securing and administering grant funding. Meets quarterly with the County Lodgers Tax Board and Tourism Alliance Committees and reports directly to the Director of Economic Development to achieve the goals and objectives set forth for the County.

    MINIMUM QUALIFICATIONS:

    Education and Experience:

    • Bachelor’s Degree in Tourism, Hospitality, Marketing, Economic Development, Business Administration, or related field and four years’ experience in managing/coordinating events in a convention and/or conference center environment; and developing marketing and branding concepts OR an equivalent combination of education and experience, which provides the required skills, knowledge and abilities. Experience with successful grant writing, compliance and administration is highly desirable.

    Required Licenses or Certifications:

    • Valid New Mexico driver’s license or ability to obtain a valid New Mexico driver’s license within 30 days of hire.

    • Ability to maintain a valid New Mexico driver’s license

    SUPERVISION RECEIVED AND EXERCISED:

    Position reports to the Director of County Business Development and may exercise supervision over lower level staff.

    ESSENTIAL JOB FUNCTIONS:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    • Provides day to day direction to assigned staff; assigns tasks and coordinates schedules, projects, and programs; and provides feedback and recommendations to staff.
    • Executes marketing strategies and leads efforts to generate clients / leads for the Event Center through in-house sales, presentations, tours of the facility, and sales calls to potential groups/events managers to increase Center utilization.
    • Develops marketing methods to ensure the Event Center remains competitive in order to achieve optimum utilization.  
    • Assures the Event Center property is properly maintained and coordinates with County Public Works on maintenance needs.
    • Provides advisory support in creative message development; contributes to and monitors the flow of new web content. Coordinates with the web maintenance provider to create a bi-monthly report on the effectiveness of the website.
    • Oversees website design, content and oversight of printed collaterals for internal and external marketing users.
    • Plans new research-based advertising strategies for current and subsequent years that will increase leisure travel market share.
    • Develops relationships with national, international and regional tourism-based publications and writers, tours operators and travel agents. Designs, develops and conducts familiarization tours of Sandoval County for media, event planning, tour operators and travel agents. 
    • Prepares press kits for media; builds campaigns and develops stories to highlight the unique selling points of the Event Center and Sandoval County attractions; and coordinates with the County Public Information Officer on distribution.
    • Provides educational and informational programs for hospitality sector personnel on attractions/events in Sandoval County.
    • Gathers data and prepares annual tourism situational analysis for the Tourism Alliance, Lodgers Tax Board, Chamber of Commerce, and/or the Board of County Commissioners. Prepares and delivers presentations to both local and regional civic and governmental organizations on Tourism.
    • Represents the County in joint planning sessions to establish regional tourism activities; serves on local committees that enhance tourism and foster economic development.
    • Attends meeting, seminars, conventions, and workshops to further knowledge, stay informed of the changes in the tourism industry, and exchange information.
    • Coordinates special events as needed. 
    • Writes and administers assigned grants; oversees contracted staff and grant documents, finances, and files.
    • Reviews, monitors, and maintains the department financial records and budgets; reconciles event center revenue, receipts, expenses, funding, budget, records and similar aspects for assigned duties; provides reports and information for the development of the departmental budget.
    • Maintains records, researches cost, obtains estimates according to County procurement regulations,
    • Performs contract management for Event Center functions and clients; conducts tours and coordinates staff schedules, inspections, lease and supporting document review, maintenance, security and janitorial services for the rental of the event center as needed. Provides administrative and technical support including preparing letters, resolutions, commission agenda items and agreements for the Director.

    Required Knowledge of:

    • Operational characteristics, services, and activities of a Tourism Office, Event Center and business/industry principles and practices related to work assigned.
    • Project development, scheduling, monitoring, and control systems.
    • Marketing and promotions principles and techniques including website and social media.
    • Grant writing principles and techniques.
    • Research methods and report presentation.
    • Current economic, tourism, product development, development and demographic trends in the region.
    • Arithmetical computations adequate to correctly perform work.
    • Principles of supervision, training, and performance evaluation.
    • Protocols for effective community engagement.
    • Tenant/property management and leasing practices.
    • Effective communication principles and practices including verbal and written communication; to include public relations and public speaking.
    • Modern office procedures, methods, and equipment including computers, computer applications such as word processing, spreadsheets, and statistical databases.
    • Principles and practices of governmental budget   preparation, administration and monitoring.
    • Proper English usage, spelling, grammar, punctuation and business letter writing

    Required Skill in:

    • Writing and evaluating grants, contracts, and proposals, administrative reports and evaluations.
    • Preparing or coordinating media coverage and the dissemination of information in support of the county’s tourism’s function and activities.
    • Negotiating and administering contracts and agreements. Preparing, monitoring and administering assigned budgets and grants
    • Building community and corporate relationships and promotional/marketing partnerships beneficial to all participants.
    • Developing marketing and tourism services information, programs, website and products.
    • Working with equipment, tools, and materials required in area of assignment.
    • Applying project management techniques and principles.
    • Communicating effectively verbally and in writing, including public relations and public speaking.
    • Establishing and maintaining effective working relationships with employees, other agencies, and the public, including meeting and dealing tactfully with the public. Ability to exercise sound judgment and make proper decisions in handling incidents at all types of events.
    • Utilizing computer software programs and other relevant software affecting assigned work; and in preparing marketing materials and compiling and preparing spreadsheets.

    Physical Demands / Work Environment: 

    • Work is performed in standard office and event center environments.
    • Essential and supplemental functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time, stooping, and lifting and carrying items weighing up to 25 pounds.
    • Work frequently involves extended periods of time viewing a computer monitor and operating a keyboard.
    • Work regularly requires speaking, hearing and utilizing a phone, calculator, cell phone, copier or fax machine.
    • Operates a County vehicle as necessary to attend meetings, training and perform related job duties and maybe exposed to varied weather and road conditions when traveling.
    • May occasionally be exposed to irate customers or infectious diseases when interacting with members of the public
    • May perform work at remote locations.
