Position Summary:
Under supervision of Grants and Contracts Director, identify community needs, facilitate development and implementation of strategic plans for Tribal departments, and ensure current and future needs of the Saginaw Chippewa community are clearly identified and prioritized on a regular basis. Compile and analyze existing Tribal data, and in some cases, collect needed data through various means. Conduct literature reviews and research on existing data in a wide range of areas in accordance with Tribal Administration, Tribal Council and departmental needs, and compile data and relevant information for decision-making and grant applications. Lead and facilitate collaborative partnerships to undertake special projects at the determination of Tribal Administration. Serve as key point of contact for data requests, data protection initiatives and outside partnerships.
Essential Duties and Responsibilities:
- Develop and maintain strong working relationships with community programs and departments, local, regional and other organizations to facilitate community assessment, special projects and planning.
- Build relationships with outside universities, service providers, and other organizations to meet data, evaluation, research, assessment and other grant related needs of the community.
- Facilitate ongoing, substantive dialogue with the Saginaw Chippewa community and surrounding agencies and organizations to understand current and anticipate future needs.
- Assist in Supervision of the Grants and Contracts Staff in the absence of or at the direction of the Grants and Contracts Director.
- Analyze data of the Saginaw Chippewa Indian Tribe, census data and other data sets to aid in assessment, planning, decision-making and grant writing.
- Develop a list of emerging unmet needs in the community.
- Evaluate and respond to data requests originating inside and outside SCIT.
- Develop and refine a methodology for prioritization of the community`s needs.
- Assist in identifying resources and training needed for departments/programs based on identified community needs/gaps.
- Develop a vehicle for communicating priorities to the community to gain alignment.
- Research different modalities for service delivery to address the needs; both symptoms (e.g., unemployment) and underlying causes (e.g., illiteracy). Develop one or more plans to address each identified need. Identify outputs and outcomes expected of the plans and how needs will be addressed.
- Develop a data protection and use/data Governance Strategic Action Plan in collaboration with key Tribal Departments
- Develop a “case for giving” based on prioritized needs and plans to inspire funding agencies to invest in the community.
- Develop a system to prioritize funding applications based on program and community needs and strategic plans.
- Assist in monitoring goals, objectives, and implementation of key grant projects.
- Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
- Participate in Quarterly Budget Reviews with Administration and Staff.
- Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Contacts/Purpose of Contacts:
- Empowered to interact with all levels of Tribal Operations personnel in order to communicate operational decisions.
- Contact with Tribal Council members, administrative staff, outside governmental agencies and community organizations to accomplish the objectives of the Tribal organization.
Minimum Qualifications:
- Bachelor`s degree in social science, social work, public policy, community planning or related field.
- One year in a supervisory capacity.
- Three years’ experience working within a Tribal community.
- Three years’ experience in management, administration of federal grants and contracts, and program development.
- Three years’ experience identifying, compiling and analyzing data to develop reports and make recommendations.
- Strong competence in use of spreadsheet and database software.
- Demonstrated analytical skills.
- Excellent communication, writing, presentation and organizational skills.
- Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.
License, Certification, or Special Requirements:
- Native American preference shall apply to all positions.
Knowledge, Skills, and Abilities:
- Knowledge of data collection and analysis principles, procedures, and standards.
- Knowledge of current technological developments and trends in area of expertise.
- Knowledge of grant writing principles, procedures, and standards.
- Knowledge of federal, state and community funding sources and mechanisms.
