Job Summary

Under general direction, is responsible for collaborating with and supporting City Departments by providing consultative services and solutions regarding all aspects of time and attendance administration, including organizing, directing, and coordinating Time Entry functions between payroll and departmental users. Partners with City Departments to assist with development, evaluation and implementation of operating policies and procedural improvements to ensure effective and consistent time and attendance management. Working conditions are primarily inside an office environment. This position reports to the Time and Attendance Manager in the Finance Department and exercises functional and technical supervision.

Essential Job Functions

  • Performs Time Evaluation and Time Transfer processes, evaluates errors, and ensures appropriate corrections take place.
  • Evaluates and ensures departmental correction of time and attendance related errors in Time Management or Master Data.
  • Responds to inquiries related to Time and Attendance via the Citys help desk.
  • Ensures departmental compliance with City policies and procedures and communicates responsibilities to departmental personnel.
  • Explains and provides guidance to managers, supervisors and employees regarding policies and procedures related to Time and Attendance.
  • Assists in the analyses, development and implementation of changes to processes and sub-modules in SAP system as well as policies and procedures established by management.
  • Assesses departmental training needs. Develops standardized and customized departmental training material. Delivers training as needed.
  • Serves as liaison between the Finance Department and City Departments.
  • Coordinates and assists Payroll Section with the off-cycle payment process.
  • Monitors, transfers, and corrects payroll interface files from Third Party Systems.
  • Validates and tests changes to the Time Management module including Leave Administration.
  • Maintains employee uniformed and civilian Leave Pools.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelors degree from an accredited college or university.
  • Three (3) years of progressive responsible experience within the Payroll, Time and Attendance, or related field.

Preferred Qualifications

  • Experience in a managerial or supervisory role.
  • Applicants for this position may be required to pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
  • Applicants may be required to pass a Transportation Security Administration (TSA) Security Threat Assessment clearance upon employment.
  • Applicants may be required to maintain the federally mandated security clearance required to work at an airport at all times.

  • Skill in utilizing a personal computer and associated software programs.
  • Skill in operating a calculator and /or a ten key machine.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to communicate clearly and effectively.
  • Ability to research, analyze and summarize data and develop clear and concise written reports and presentations.
  • Ability to deliver one on one training to small audience of participants.
  • Ability to maintain confidentiality of information.
  • Ability to work independently and use rational judgment in the selection of appropriate resources to use in accomplishing assigned work.
  • Ability to give direction and guidance, train, and assign, monitor, and review tasks performed by other staff.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to perform all the physical, intellectual, and analytical requirements of the position including decision making.
