Job Overview:
In this contingent Technology Business Services Consultant 5 role, you will serve as a senior-level consultant and strategic advisor within a newly established technology governance and portfolio strategy function. You will help design, build, and operationalize governance frameworks, operating models, and execution routines that improve visibility, risk management, and decision-making across a large and complex technology change portfolio. This position requires deep experience in technology governance, portfolio management, and risk analysis, as well as the ability to synthesize complex data, create executive-ready communications, and leverage generative AI tools to accelerate analysis and outcomes. You will operate with a high degree of independence, partnering closely with senior leadership and cross-functional stakeholders to drive structure, consistency, and strategic execution across technology initiatives.
Responsibilities:
- Consult as an expert to develop or influence initiatives and resources for highly complex business and technical needs across Technology Business Services Consulting.
- Consult on the strategy and resolution of highly complex and unique challenges requiring in-depth evaluation across multiple areas, delivering long-term, large-scale solutions that demand vision, creativity, innovation, and advanced analytical and inductive thinking.
- Provide subject matter expertise to senior leadership on innovative Technology Business Services Consulting solutions and strategic technology portfolio decisions.
- Strategically engage with client personnel across technology and business functions to understand needs, align priorities, and drive execution.
- Help build and operationalize governance frameworks, operating models, and execution frameworks for a newly established technology change and investment portfolio function.
- Develop and maintain an integrated “change radar” that consolidates near-term and long-term technology initiatives, resiliency activities, data migrations, deployment schedules, and other significant technology changes.
- Aggregate multiple schedules and data sources into a consolidated, portfolio-level view of technology change to support leadership visibility and planning.
- Apply a risk and governance lens to planned technology activities to identify conflicts, dependencies, overlaps, and areas requiring leadership attention or escalation.
- Evaluate how simultaneous technology activities may interact, such as identifying conflicts between application changes, deployments, resiliency tests, or data center migrations.
- Establish repeatable processes, operating routines, and governance cadences that transition the function from initial build-out to sustainable ongoing operations.
- Leverage knowledge of technology change management frameworks to inform governance and risk decisions, without directly executing organizational change management activities.
- Analyze portfolio and technology data to generate actionable insights, trends, and recommendations that support strategic and operational decision-making.
- Create executive-level presentations, dashboards, reports, and decision-support materials that translate complex technical and portfolio information into clear, concise leadership insights.
- Partner across technology, business, risk, and strategy teams to establish governance structures, influence stakeholders, and drive alignment on priorities and execution.
- Use generative AI tools (including Copilot, Cowork, and similar capabilities) to support analysis, prompting, workflow development, process design, and improved business outcomes.
- Support broader technology strategy, portfolio governance, organizational effectiveness, and solution delivery activities as the function matures and evolves.
- Operate as a self-starter, working independently in an evolving environment, creating structure where processes are still developing, and driving results with minimal oversight.
- Contribute to continuous improvement of governance practices, portfolio reporting, and risk assessment methodologies across the technology organization.
Qualifications:- 7+ years of Information Technology experience in support of Business Services, or equivalent experience demonstrated through work, consulting, training, military experience, or education.
- Proven experience building and operationalizing governance frameworks, operating models, or execution frameworks within large, complex organizations.
- Strong background in technology governance, portfolio management, strategy execution, or technology project/program environments.
- Demonstrated ability to establish repeatable processes, manage ongoing operations, and drive execution in rapidly evolving or ambiguous environments.
- Working knowledge of technology change management frameworks, including how technology changes, deployments, and major initiatives are governed.
- Strong understanding of risk management principles and the ability to use data and portfolio information to identify technology-related risks, dependencies, and potential conflicts.
- Experience performing complex data analysis and translating findings into meaningful business or technology insights.
- Excellent written and verbal communication skills, with strong executive communication and reporting capabilities.
- Proven experience preparing high-level leadership presentations, dashboards, and decision-support materials.
- Hands-on familiarity with generative AI tools, particularly prompting and using tools such as Copilot (and similar capabilities) to accelerate analysis, workflow development, and process design.
- Advanced PC skills, including strong proficiency with Microsoft Excel, Word, and PowerPoint.
- Experience with Business Intelligence and reporting concepts or tools.
- Experience with JIRA and Confluence for tracking work, managing backlogs, and documenting processes (preferred but not mandatory).
- Experience with technology project management, solution delivery, and portfolio management practices.
- Knowledge of governance, risk, and compliance concepts as they apply to technology portfolios and change initiatives.
- Experience in change management concepts and their application within technology environments, even if not directly responsible for organizational change management execution.
- Ability to work independently, navigate ambiguity, influence stakeholders across functions, and deliver results with minimal oversight.
- Strong interpersonal skills with the ability to build relationships and collaborate effectively with senior leaders and cross-functional teams.
- Experience working within financial services or other large, highly complex organizations is preferred.
- Technical or engineering experience that provides a strong understanding of technology environments is beneficial, though not required to be a hands-on engineer.

Pay Range: $70 - $75
The specific compensation for this position will be determined by several factors, including the scope, complexity, and location of the role, as well as the cost of labor in the market; the skills, education, training, credentials, and experience of the candidate; and other conditions of employment.
