    End Date: September 30, 2027 (~11 months)
    Location: Hybrid or Remote

    SCOPE
    • System and software design: 7 document families (detailed design, data dictionary, interface control, requirements traceability, business rules, parts lists, as-builts)
    • Management and technical plans: 14 (quality, test, security, DR/BC, maintenance, training, transition, others)
    • Manuals: 6 (operations, maintenance, administrator, auditor)
    • Test plans, procedures and reports: 30+
    • Program management and installation: 4 (project management plan, document/submittal tracker, installation checklist, installation drawings)
    • Training materials: authored by our internal Learning and Development team; the provider ensures consistency with the rest of the set
    RESPONSIBILITIES
    • The tech writer takes end-to-end responsibility for developing, managing, and delivering all assigned RFP documentation in their remit.
    • Own creation and delivery: Draft, revise and deliver complete, technically accurate, client-ready documents.
    • Standardize: Build and maintain templates, style guide, terminology, and numbering across all deliverables.
    • Lead SMEs: Engage engineering, software, cloud, hardware, security, operations, maintenance and quality teams, and drive content rather than waiting for us to supply it.
    • Own the schedule: Manage to the Program Schedule, including SME dependencies, internal reviews and submissions sequenced around the client's review windows, and escalate risks early.
    • Ensure consistency: Keep terminology, requirements and technical descriptions aligned across all documents.
    • Close client comments: Own the review process (track, resolve, update, resubmit) through final client acceptance.
    • Control documents: Manage repositories, revision history, redline and clean versions, approvals and traceability.
    • Close gaps: Identify missing, conflicting or incomplete inputs and resolve them with stakeholders without relying on us to find them.
    • Run QC: Technical, peer and editorial review plus QA sign-off before every submittal, with records kept.
    REQUIRED SKILLS
    • Technical breadth: Enterprise systems, software, cloud, networking, cybersecurity, hardware, architecture, operations, maintenance and quality management
    • Independent authoring: System design, architecture, test, security, operations and maintenance documents
    • Writing precision: Unambiguous, requirements-grade content for engineering and government audiences
    • Integration: Turning disparate inputs into one cohesive package
    • SME leadership: Leading senior engineers and managers without direct authority and extracting content efficiently from time-constrained SMEs
    • Quality systems: ISO 9001 or equivalent document control, including reviews, version control, change management and approvals
    • Tools: Word, Excel, SharePoint, Visio, Acrobat and document management systems
    • Experience: Large-program or public-sector formal submittals (NYC preferred); familiarity with CAD drawings (DWG, PDF/UA) or ability to package engineer-produced drawings
