We are seeking an experienced Technical Project Manager to support critical Client Project
The Technical Project Manager will work closely with IT teams, business stakeholders, project managers, technical resources, vendors, and Chief Technology Office resources to coordinate complex enterprise IT projects and ensure successful delivery against established timelines, budgets, milestones, and technical requirements.
This is a highly visible role requiring strong technical project management, stakeholder leadership, planning, risk management, and cross-functional coordination skills.
Develop and maintain detailed project plans, milestones, tasks, dependencies, and deliverables.
Coordinate activities across multiple IT project teams and CTO resources.
Review architectural documentation and manage technical and system dependencies.
Work with technical teams to support scalable and resilient solutions.
Coordinate multiple concurrent project activities and competing priorities.
Monitor project schedules, deliverables, risks, issues, dependencies, and overall progress.
Provide regular project status updates to project management leadership and stakeholders.
Develop and maintain release schedules in collaboration with agency business leaders.
Assist stakeholders in defining project objectives, strategies, and delivery plans.
Support detailed work breakdown structures, project checklists, budgets, and resource planning.
Develop and execute project plans for quality control, risk management, change management, testing, and related activities.
Monitor workstream scope and manage change-control processes.
Identify project issues and develop remediation and risk-mitigation plans.
Coordinate with internal teams, external stakeholders, and vendors to resolve project issues.
Prepare and maintain project status reports and other project documentation.
Ensure project activities follow applicable Commonwealth policies, project management methodologies, quality standards, and industry practices.
Bachelor's degree in Computer Science or equivalent experience.
10+ years of IT experience.
8+ years of experience working as a Project Manager, managing projects from conceptualization through delivery.
5+ years of hands-on experience managing large-scale, enterprise-wide IT projects.
Experience managing projects on time and within budget with financial accountability.
Experience with Agile and Waterfall project management methodologies.
Strong understanding and practical experience with SDLC methodologies.
Experience managing technical dependencies across multiple systems, applications, and project teams.
Strong experience in risk, issue, scope, change, schedule, and stakeholder management.
Experience preparing project documentation, including requirements, project plans, status reports, and related deliverables.
Proficiency with JIRA or a similar project management tool.
Advanced proficiency with Microsoft Office, including Excel, Word, PowerPoint, Visio, Outlook, and SharePoint.
Strong communication, presentation, meeting facilitation, and cross-functional leadership skills.
Ability to communicate technical concepts effectively to both technical and non-technical stakeholders.
Experience working in a matrix environment with cross-functional teams.
PMP, Certified Scrum Master (CSM), or similar project management certification.
Experience delivering AI-related projects.
Experience managing large enterprise implementations and deployments.
Experience managing multiple projects or applications simultaneously with competing priorities and changing timelines.
Experience working with government, healthcare, Medicaid, or other regulated environments.
Understanding of government security standards and regulatory requirements.
Experience working with vendors and external implementation partners.
