Technical Program Manager
Location: Mountain View, CA. Hybrid (3 days office, ~2 days remote)
Job Description:
Release Management and Governance
" Own the end-to-end release lifecycle across assigned product and commercialization portfolios, including planning, scheduling, readiness, deployment, and rollout strategy.
" Build and maintain integrated release calendars, manage cross-team dependencies, and coordinate multiple release trains.
" Establish and enforce quality, compliance, and security gates, supported by accurate release documentation and communications.
" Identify, track, and mitigate release risks; maintain rollback and contingency plans for critical releases.
" Drive adoption and continuous improvement of automation, CI/CD tooling, and deployment pipelines.
Large-Scale Operational Programs
" Lead multi-quarter, cross-system initiatives such as branding updates, terminology harmonization, and technology refresh programs across engineering teams.
" Develop and maintain system inventories, migration trackers, roadmaps, dependency maps, and decision logs.
" Run program operating cadences, including status reviews, risk reviews, and stakeholder forums.
" Resolve cross-team risks and blockers, escalating issues with clear framing, impact assessment, and actionable options.
Cloud Cost and Financial Operations
" Partner with Engineering and Finance on cloud cost tracking, forecasting, allocation, and monthly variance reporting.
" Maintain cloud tagging and cost-allocation accuracy across accounts.
" Track cost-optimization initiatives through completion and quantify outcomes.
" Support recurring budget and financial review cadences with key stakeholders.
Business and Vendor Operations
" Maintain workforce rosters, headcount reporting, and hiring pipeline updates.
" Coordinate quarterly and annual product planning processes and operating mechanisms.
" Perform internal tools and process compliance checks and drive follow-up actions.
" Create and track purchase orders and statements of work for engineering contractors.
" Monitor contract terms, renewals, expirations, invoices, and discrepancies.
" Support vendor and contractor onboarding and offboarding activities.
Required Qualifications
" 10+ years of relevant experience, including substantial experience in enterprise release management and technical program delivery.
" Demonstrated success delivering complex, cross-functional, multi-team technical programs.
" Strong knowledge of SDLC, Agile, DevOps, CI/CD, version control, and release governance.
" Working knowledge of AWS, Azure, or GCP and container technologies such as Docker and Kubernetes.
" Strong technical fluency with the ability to assess system-level dependencies and business impact.
" Proven ability to influence and drive execution across distributed teams without direct authority.
" Excellent stakeholder, executive, written, and verbal communication skills.
" Strong risk management, planning, reporting, data management, and documentation capabilities.
" Advanced Excel skills and experience with business intelligence or reporting tools.
" Ability to operate effectively in ambiguous environments with changing priorities.
Preferred Qualifications
" Experience with FinOps practices, cloud cost management, forecasting, and cost-allocation tools.
" Familiarity with platforms such as Cloud Health, Apptio, or comparable cloud financial management tools.
" Experience with procurement, purchase orders, statements of work, invoicing, and vendor operations.
" PMP, ITIL, SAFe Release Train Engineer, or similar certification.
