Position: Technical Program Manager, Product and Technology Portfolio

The opportunity

Govineer is looking for a Technical Program Manager who combines an engineering foundation with an MBA and strong business judgment. in this role, you will make the product and technology portfolio easier to understand, fund, and deliver. You will be equally comfortable discussing dependencies with architects, tradeoffs with product managers, financial models with Finance, and decisions with executives.

This role owns the operating rhythm and evidence for portfolio decisions. Product leaders own product strategy; engineering leaders own technical design and delivery. You will help both groups see the full picture and resolve the decisions that cross team boundaries.

What you will own

• Maintain an integrated view of product, engineering, platform, migration, and AI initiatives, including outcomes, milestones, dependencies, risks, and decisions.
• Build practical portfolio analyses that support investment, sequencing, consolidation, and retirement decisions.
• Partner with Finance to track budgets, forecasts, run costs, cloud costs, vendor spend, and the economics of products and major programs.
• Identify overlapping capabilities and recommend rationalization using customer impact, revenue, cost, risk, and technical evidence.
• Account for migration effort, implementation commitments, and continuity for local government customers when proposing portfolio changes.
• Lead complex cross-functional programs from plan through launch and transition to ongoing ownership.
• Prepare concise executive reviews that show options, tradeoffs, confidence levels, and decisions needed.
• Improve planning and reporting so teams spend less time producing status updates and more time solving problems.

What you bring

• A technical degree or substantial hands-on technical experience, plus an MBA.
• Strong experience in technical program management, portfolio management, strategy and operations, or a closely related role in a software organization.
• Fluency with software architecture, cloud, product development, and modernization programs; you can challenge plans constructively without taking over the engineer's role.
• Financial modeling and business-case skills, including total cost of ownership, unit economics, investment scenarios, and benefits tracking.
• Excellent facilitation and communication with engineers, architects, product managers, finance partners, and senior leaders.
• A record of turning ambiguous, cross-team work into clear decisions and reliable execution.

Nice to have: Experience with GovTech portfolios, public-sector contracts, or the integration of acquired software businesses.

Leaders can see what the portfolio costs and delivers; duplicated investments are identified; the highest-value work is sequenced well; major programs reach launch with fewer surprises.

Work Environment and Physical Requirements

This is a primarily office-based or remote role involving standard computer work. The position requires the ability to work independently, manage recurring deadlines, and maintain a high level of accuracy in a deadline-driven environment. Regular interaction with internal and external stakeholders is expected, with an emphasis on providing responsive, professional, and solution-oriented support. Primarily office-based or remote role with moderate travel (15-25% annually), consisting of on-site engagements, team meetings, and company events. Occasional weekend travel may be required to accommodate work and meeting schedules.
