Technical Program Manager - Context Engine
Job Number: 26-01444
Help people live their best lives. ECLARO is looking for a
Technical Program Manager - Context Engine for our client in
WA (Virtual). ECLARO’s client runs a continuous, dynamic, and first-rate delivery of IT services to the public and private sectors - empowering individuals with greater access to technology, allowing them to achieve more in their ventures and soar to greater heights. If you’re up to the challenge, then take a chance at this rewarding opportunity!
Position Overview:- Context Engine is one of the most strategically significant and technically complex programs in Client's portfolio.
- It is not a single product - it is a governed enterprise data foundation that spans ingestion, semantic modeling, metadata management, and runtime access patterns across the platform.
- It sits at the intersection of data engineering, AI / ML infrastructure, and enterprise data governance, with dependencies that run horizontally across nearly every other product and platform initiative.
- This role requires a Technical Program Manager with the depth and maturity to operate in an environment where the technical surface is wide, the stakeholder map is broad, and the margin for ambiguity is low. This is not a coordination role.
- It requires direct technical engagement, the ability to drive architectural and delivery decisions, and the judgment to know when to escalate versus resolve.
- Context Engine ships on a consistent, predictable cadence with engineering teams operating in a coordinated rhythm and leadership maintaining real-time confidence in delivery.
- Cross-program dependencies are managed proactively - adjacent program teams know what Context Engine will deliver, when, and to what interface spec, with no surprises at integration.
- The program has a single source of truth that is trusted by engineering, product, and leadership - with status that reflects reality, not optimism.
- Design partners receive structured, high-quality engagement that generates actionable feedback loops - and that feedback demonstrably influences delivery priorities.
- The TPM is recognized across the organization as a senior thought partner by both engineering and product leadership - not just a program tracker, but a delivery force multiplier.
- Will work closely with engineering managers, platform architects, data engineers, and product managers across the Context Engine workstreams.
- Will also maintain active coordination with GPMs and TPMs across adjacent programs, and engage directly with senior leadership on program health, risks, and strategic decisions.
- External design partner engagement is a regular part of the role.
Responsibilities:- Own the Context Engine program plan end-to-end - workstream decomposition, dependency mapping, milestone sequencing, and delivery tracking across engineering, data platform, and product teams.
- Engage directly with engineering leads and architects to understand technical scope, surface cross-team dependencies early, and drive resolution of blockers that require cross-functional input.
- Define and enforce program-level delivery processes - including sprint-to-release mapping, shift-left testing integration, incremental delivery gates, and release readiness criteria.
- Manage the dependency surface between Context Engine and adjacent programs including Agentic Memory, ADP, Elastic Compute, and Fabric as a Service - maintaining clear interfaces, handoff criteria, and escalation paths.
- Drive the program toward a high-frequency, incremental release cadence - identifying and eliminating the structural, process, and coordination bottlenecks that prevent teams from delivering continuously.
- Own program-level risk management: identifying technical and organizational risks early, quantifying their delivery impact, and driving mitigation with appropriate urgency and specificity.
- Build and maintain the authoritative tracking artifact for Context Engine - a single leadership-visible view of workstream health, milestone status, open risks, and decisions needed.
- Lead design partner and early adopter coordination - translating customer feedback into structured input for engineering prioritization and validating that delivered capabilities meet intended use cases.
- Represent Context Engine program status in leadership reviews - communicating with precision, flagging risk without ambiguity, and driving decisions rather than deferring them.
- Contribute to program management practice development - establishing reusable templates, delivery frameworks, and operating norms that raise the floor across the broader TPM organization.
Qualifications:- 10+ years of technical program management experience in the tech industry, with a track record of owning complex, multi-team, horizontally scoped programs.
- Deep technical fluency in data platform, data infrastructure, or AI / ML systems - sufficient to engage meaningfully with architects and engineers on design decisions, integration interfaces, and technical tradeoffs.
- Demonstrated experience driving programs with a high degree of ambiguity, broad stakeholder surface, and significant cross-team dependency management.
- Strong command of delivery frameworks - Agile, incremental delivery, shift-left testing, release management - and the judgment to apply them pragmatically rather than dogmatically.
- Proven ability to build trust and influence across engineering leadership, product management, and executive stakeholders without direct authority.
- Exceptional written and verbal communication - able to distill complex technical and program status into crisp, decision-ready narratives for senior audiences.
- Bachelor's Degree in Computer Science, Engineering, or a related technical discipline, required.
Preferred Skills:- Experience with governed data platforms, semantic layers, metadata management systems, or enterprise AI / ML infrastructure programs.
- Familiarity with agentic AI architectures, RAG pipelines, or enterprise data foundation patterns.
- Experience managing design partner or early adopter programs in a B2B enterprise software context.
- PMP, PgMP, or equivalent certification; SAFe or comparable Agile framework experience at scale.
- Advanced degree in computer science, data engineering, or a related technical field.
Pay Rate: $70 - $75 / Hour
