We are seeking a Technical Program Manager to own the Commissioning & Site Lifecycle domain within Tesla's Industrial Storage Operational Excellence (OPX) team. In this role, you will be the end-to-end owner of new site commissioning readiness, site onboarding, decommissioning, and return-to-service processes across Tesla's commercial energy storage fleet.
You will manage all three initiative types within your domain - reactive work (such as commissioning process improvements and onboarding fixes), proactive work (such as commissioning roadmaps and infrastructure requirements for new variants), and measurement-driven work (Metrics-Driven Improvement such as commissioning cycle time and handover defect rate analysis).
This domain is where construction handoff meets operational reality. You will drive initiatives through the IS OPX Initiative Lifecycle - from Intake through Deploy - ensuring every new site enters service with the right equipment, documentation, and operational readiness to perform from day one.
Own the Commissioning & Site Lifecycle domain end-to-end: new site commissioning readiness and roadmaps, post-construction/pre-commissioning support, commissioning completion handover criteria, minimum site infrastructure requirements, onboarding process improvements, decommissioning process standardization, and return-to-service processes
Drive initiatives through the IS OPX Initiative Lifecycle (Intake Scope Execute Deploy), defining adoption criteria during Scope and handing off at the Deploy Verify transition
Develop and maintain commissioning completion criteria - the clear checklist of what "done" looks like when a site transitions from construction to operations - and define minimum site infrastructure requirements with Business Operations, Tooling & Deployment
Manage the site onboarding process, ensuring new sites are fully integrated into operational systems (monitoring, PM schedules, asset records, emergency response plans)
Lead decommissioning process implementation for end-of-life or contract-terminated sites, coordinating asset removal, environmental compliance, and site closure, and own return-to-service processes for sites that have been offline
Improve the post-construction / pre-commissioning support process, reducing gaps between construction completion and operational readiness
Participate in triage and scoring with WSJF-lite, and contributing field insights to the Feedback Loop and monthly Business Metrics report out
Bachelor's Degree in Engineering, Construction Management, Project Management, or equivalent work experience
Minimum of 5 years of experience in commissioning, project management, or site lifecycle management for large-scale energy, power generation, or industrial facilities
Strong understanding of commissioning processes for electrical systems, energy storage, or power plants, including acceptance testing, energization, and handover protocols
Experience defining commissioning criteria, infrastructure requirements, and handover checklists for complex technical assets
Proven ability to manage the transition from construction to operations, including cross-functional coordination with construction, engineering, and operations teams
Experience with decommissioning, site closure, or return-to-service processes (preferred)
Strong project management skills with the ability to manage multiple concurrent commissioning timelines and stakeholder dependencies
Familiarity with JIRA or similar project management tools for backlog management and prioritization
Excellent communication skills, with the ability to coordinate across construction, engineering, operations, and field management teams
Solutions-driven mindset with a focus on reducing commissioning cycle time, improving handover quality, and ensuring operational readiness at scale
