Technical Program Manager, Anti‑Fraud

Own detection and response for payment and chargeback fraud, card testing, SMS pumping / toll fraud (IRSF), fake and bot registrations, account takeover, phishing and brand/subdomain abuse, supplier-network (CSN) fake-RFP abuse, promotion/loyalty/rewards abuse, refund/payout abuse, and email-platform abuse. Experience at a SaaS, marketplace, fintech, or payments company, ideally one operating as a payment facilitator/platform, and including strong, technical understanding of software-as-a-service and cloud platforms as well as payment-fraud mechanics, chargebacks/disputes, KYC/AML concepts, and internal-control frameworks (e.g., SOX, COSO).

Cvent is processing high volumes of registrations, payments, and supplier transactions across products including Event Registration, Cvent Payments, Attendee Hub, Passkey, the Cvent Supplier Network (CSN), Webinar, and acquired brands. That scale — and our role as both a SaaS provider and a payment facilitator — makes us a target for increasingly automated, systematic fraud.

This role sits within Information Security, on the Security Threat Analysis & Response (STAR) team, which already leads Cvent's threat intelligence, brand and credential monitoring, phishing/abuse response, and security incident handling. Today, anti-fraud work is spread across several teams. The Technical Program Manager will change that: standing up and running a formal, cross-functional Anti-Fraud Program from within STAR, covering both external fraud that targets our products and customers and internal fraud that targets Cvent itself.

This is a hands-on leadership role that blends program ownership, investigations, and executive reporting. You will coordinate a federated network of specialists across the company, turning episodic, reactive fraud response into a durable, measurable capability.

In This Role, You Will::

The program spans two connected domains:

1. External / product & platform fraud. Fraud that targets Cvent's products and customers.

2. Internal / occupational fraud. Fraud that targets Cvent's own assets and people.

Program leadership & operating model

• Define and run the cross-functional Anti-Fraud Program: charter, scope, RACI across the fraud lifecycle (prevent, detect, respond, recover, improve), governance cadence, and decision rights.
• Lead federated working groups; support the Information Security Steering Committee and report fraud KPIs to leadership on a regular cadence.
• Own and drive the program roadmap, prioritizing quick wins that use procedures and tooling Cvent already owns before adding new spend.

External / product & platform fraud

• Own detection and response for payment and chargeback fraud, card testing, SMS pumping / toll fraud (IRSF), fake and bot registrations, account takeover, phishing and brand/subdomain abuse, supplier-network (CSN) fake-RFP abuse, promotion/loyalty/rewards abuse, refund/payout abuse, and email-platform abuse.
• Shift controls upstream — to account creation, registration, and RFP submission — rather than relying on post-transaction cleanup.
• Manage the anti-fraud tooling stack and vendor relationships (e.g., Stripe Radar, Cloudflare/DataDome, Okta, Recorded Future, Cheq, Kyriba) and evaluate build-vs-buy for new capabilities.
• Establish and track fraud KPIs including loss rate, chargeback rate, false-positive/false-decline rate, manual-review cost, SMS/telecom cost from abuse, and time-to-remediate.

Internal / occupational fraud

• Build Cvent's internal fraud risk framework covering asset misappropriation, expense/T&E abuse, procurement and vendor/AP fraud (including business email compromise and invoice fraud), payroll fraud, conflicts of interest, financial-statement fraud, and insider misuse or data theft.
• Partner with Internal Audit, Finance/Treasury, HR, and Legal on fraud risk assessments, control design, and SOX-relevant controls.
• Coordinate and, where appropriate, lead internal fraud investigations end to end — evidence handling, interviews (with HR/Legal), findings, and control remediation.

Incident response & investigations

• Run intake and incident-response processes for fraud across the company: triage, severity tiers, SLAs, containment, investigation, recovery, and retrospectives integrated with STAR's existing security IR process, when appropriate.
• Serve as the liaison for law-enforcement and regulatory matters (e.g., FBI IC3 filings) on fraud-related matters, working with Legal.
• Develop and exercise fraud playbooks; capture lessons learned and continuously improve controls.

Enablement & culture

• Own fraud awareness and training (partnering with Security Awareness), including payment-fraud and wire-fraud training for finance-facing staff.
• Adopt external benchmarking (e.g., Merchant Risk Council) and keep leadership informed of the evolving fraud landscape, including emerging risks such as AI/agent-driven abuse.

Here's What You Need::

Required

• 5+ years in fraud management, financial crime, risk, or a closely related field, including hands-on investigations, with at least 1–2 years in a lead or people-management capacity.
• Experience at a SaaS, marketplace, fintech, or payments company, ideally one operating as a payment facilitator/platform, and including strong, technical understanding of software-as-a-service and cloud platforms as well as payment-fraud mechanics, chargebacks/disputes, KYC/AML concepts, and internal-control frameworks (e.g., SOX, COSO).
• Ability to lead cross-functional initiatives and influence without direct authority across Finance, Product, Engineering, Sales/CS, and Legal.
• Strong analytical skills; comfort working with data to find patterns and translating findings into decisions and executive-ready reporting.
• Sound judgment handling confidential and sensitive matters with discretion.

Preferred

• Certified Fraud Examiner (CFE) strongly preferred; CAMS, CISA, CISSP, CIA, or PMP a plus.
• Familiarity with fraud/risk, bot-mitigation, identity, threat-intelligence, and payment-risk tooling.
• Experience across both external fraud (payments, chargebacks, account/identity abuse, platform abuse) and internal/occupational fraud (asset misappropriation, procurement/AP fraud, insider risk).
• Exposure to emerging risks in AI-enabled fraud and agentic commerce.
