    Role Overview
    Amazon Leo is seeking a Product Manager - Technical, Fraud and Policy to help define, validate, and launch fraud and abuse prevention capabilities for Amazon Leo s marketplace and e-commerce experiences. This role will operate at the intersection of technical product management, fraud/risk strategy, policy execution, operational readiness, and customer trust.
    In this role, you will own and drive critical Fraud and Policy initiatives that protect customers, sellers, partners, and Amazon Leo from fraud and abuse as new countries and marketplace capabilities launch. You will work backward from customer and business risk, dive deep into country-specific fraud patterns, define product and policy requirements, validate controls through UAT, and ensure the program is ready for launch and post-launch operations.
    The ideal candidate combines strong technical product judgment with hands-on fraud, abuse, or risk management expertise. You are comfortable operating in ambiguity, translating complex risk signals into durable product mechanisms, partnering closely with engineering and operations, and influencing stakeholders across Product, Engineering, Policy, Risk, Operations, Customer Service, Payments, and FLAT partners.

    Key Job Responsibilities
    Fraud and Abuse Product Strategy
  • Own and support the product roadmap for Amazon Leo Fraud and Policy capabilities across marketplace and e-commerce launch surfaces.
  • Translate fraud and abuse risks into clear product requirements, control designs, workflows, policies, and launch-ready mechanisms.
  • Partner with Engineering, Science/Analytics, Policy, Risk, Operations, Payments, Customer Service, and FLAT stakeholders to define what needs to be built, why it matters, and how success will be measured.
  • Write crisp product requirements, business requirement documents, PR/FAQs, launch readiness documents, test plans, decision narratives, and executive-ready updates.
  • Make feature prioritization and tradeoff recommendations that balance fraud prevention, customer experience, operational scalability, compliance, and speed to launch.
  • Country-Specific Fraud Pattern Analysis
  • Dive deep into country-specific fraud and abuse patterns ahead of launch to identify risks, control gaps, policy gaps, and operational dependencies.
  • Assess launch readiness by reviewing fraud vectors, customer journeys, seller or partner workflows, payment and account signals, enforcement paths, and escalation mechanisms.
  • Identify where existing fraud and abuse controls are sufficient, where controls need to be adapted for local market requirements, and where new mechanisms are required.
  • Work with regional launch teams and business stakeholders to ensure country-level fraud and abuse requirements are captured early and incorporated into launch planning.
  • Build mechanisms to document fraud hypotheses, control decisions, risk acceptance, open blockers, and post-launch monitoring needs.
  • Feature Definition and Cross-Functional Delivery
  • Define and drive fraud and abuse features from concept through launch, including requirements, user stories, acceptance criteria, dependencies, and launch gates.
  • Partner with Engineering to groom and prioritize work, clarify requirements, resolve ambiguity, and ensure feature delivery aligns with launch timelines.
  • Partner with Policy and Operations to ensure product controls are executable, auditable, and supportable by downstream teams.
  • Partner with Analytics, Science, or BI teams to define fraud metrics, detection signals, dashboards, control monitoring, and outcome measurement.
  • Ensure product features are designed with clear escalation paths, measurable success criteria, and mechanisms for continuous improvement.
  • UAT and Control Validation
  • Support and drive User Acceptance Testing for fraud and abuse controls, including test scenario creation, test data planning, expected outcomes, defect triage, and exit criteria.
  • Work closely with FLAT stakeholders and cross-functional partners to validate that controls meet policy, financial, legal, tax, accounting, operational, and customer experience requirements.
  • Validate that fraud and abuse controls trigger the correct actions, notifications, operational workflows, and downstream reporting.
  • Assess UAT outcomes, identify control defects or gaps, and drive recommendations for remediation before launch.
  • Maintain clear validation evidence, issue logs, defect prioritization, and launch-readiness decisions for fraud and abuse controls.
  • Program and Operational Readiness
  • Support fraud and abuse program readiness for country and capability launches, including readiness checklists, SOPs, runbooks, escalation paths, metrics, dashboards, training materials, and launch support plans.
  • Define operational readiness requirements for fraud/abuse workflows, including intake, investigation, decisioning, enforcement, escalation, appeal/remediation, and post-launch monitoring.
  • Partner with Operations and Customer Service teams to ensure fraud and abuse processes can be executed at launch with clear ownership and measurable service levels.
  • Drive readiness reviews, surface blockers early, and align stakeholders on go/no-go criteria for fraud and abuse launch preparedness.
  • Establish post-launch mechanisms to monitor control performance, customer impact, false positives, defects, operational volume, and emerging abuse patterns.
  • Customer Notifications and Communications
  • Own or support the creation, maintenance, and governance of customer notification templates related to fraud and abuse actions.
  • Partner with Policy, Legal, Customer Service, Product, and Operations to ensure notification content is accurate, consistent, customer-appropriate, and aligned with the action taken.
  • Define template requirements for fraud/abuse scenarios, including customer-facing messaging, reason codes, localization needs, escalation language, and remediation or appeal guidance where applicable.
  • Maintain version control, approval workflows, and change management for fraud and abuse notification templates.
  • Ensure notification templates support customer trust by being clear, concise, accurate, and operationally executable.
  • Stakeholder Management and Leadership
  • Act as the connective tissue across Product, Engineering, Policy, Risk, Operations, Customer Service, Payments, Analytics, and FLAT stakeholders.
  • Influence without authority across technical and non-technical teams to drive alignment, unblock decisions, and deliver launch-critical outcomes.
  • Communicate clearly with senior leaders through written narratives, roadmap updates, risk summaries, launch readiness reviews, and decision documents.

  • Basic Qualifications
  • Bachelor s degree.
  • 5+ years of product management, technical product management, technical program management, business analysis, technology, risk, or related experience.
  • Experience owning or driving roadmap strategy, product requirements, and feature definition.
  • Experience with feature delivery, product tradeoffs, prioritization, and launch execution.
  • Experience working directly with Engineering or technical teams to define, build, test, and launch products or technical capabilities.
  • Experience managing technical products, online services, marketplace/e-commerce capabilities, risk systems, operations platforms, or customer-facing workflows.
  • Experience using data, metrics, and structured analysis to identify problems, evaluate outcomes, and make product or business recommendations.
  • Experience influencing cross-functional stakeholders without direct authority.
  • Strong written and verbal communication skills, including the ability to produce clear requirements, narratives, status updates, and leadership-ready decision documents.


  • Preferred Qualifications
  • Experience in fraud prevention, abuse prevention, trust and safety, risk management, financial risk, payments risk, marketplace integrity, compliance operations, or policy enforcement.
  • Experience identifying fraud or abuse patterns and translating them into product controls, policy changes, operational mechanisms, or detection requirements.
  • Experience supporting country launches, global expansion, marketplace launches, e-commerce launches, or regulated product launches.
  • Experience with User Acceptance Testing, test scenario definition, defect triage, control validation, launch readiness, or operational readiness.
  • Experience working with FLAT, Legal, Compliance, Finance, Accounting, Tax, Payments, Customer Service, Operations, or regional launch stakeholders.
  • Experience building or operating risk decisioning, trust scoring, rules engines, enforcement workflows, customer notification workflows, case management tools, or investigation platforms.
  • Experience with analytics tools such as SQL, QuickSight, Tableau, Excel, or similar tools used to evaluate fraud trends, operational outcomes, and control performance.
  • Experience with experimentation, control measurement, false positive/false negative analysis, defect analysis, or post-launch performance monitoring.
  • Experience writing PR/FAQs, BRDs, product requirements, launch readiness documents, SOPs, runbooks, executive narratives, or policy/process documentation.
  • Strong judgment in balancing fraud mitigation, customer experience, operational scalability, regulatory/compliance considerations, and business impact.
  • High attention to detail, strong ownership, and ability to operate independently in ambiguous, fast-paced environments.
