    Summary:

    We are seeking an experienced Technical Project Manager / Business Requirements Lead to lead software development and technology implementation projects from initial requirements definition through successful delivery and production deployment. This is a highly visible, hands-on position responsible for coordinating customers, business stakeholders, product owners, technical teams, and an offshore development team in India.

    The ideal candidate will bring strong project management, requirements management, communication, organization, and stakeholder management skills, with the ability to manage multiple priorities, drive accountability, identify and resolve issues, and ensure requirements are clearly documented, understood, traceable, and successfully delivered. Experience managing projects in both Waterfall and Agile environments is required, while experience with Asana is highly desirable.

    Job Duties:

    • Lead software development and technology projects through the full project lifecycle, including initiation, planning, requirements, development, testing, implementation, deployment, and closeout.

    • Develop and maintain comprehensive project plans covering scope, schedules, milestones, deliverables, resources, dependencies, risks, issues, decisions, and project status.

    • Establish clear project objectives, priorities, responsibilities, and success criteria.

    • Coordinate activities across business, technical, onshore, and offshore team members.

    • Conduct regular project status meetings and provide concise, accurate reporting to management and stakeholders.

    • Proactively identify schedule, scope, resource, technical, and delivery risks and develop appropriate mitigation plans.

    • Maintain project risk, issue, action, and decision tracking while managing dependencies and ensuring activities are completed according to agreed-upon timelines.

    • Escalate issues appropriately and drive them through resolution.

    • Manage project scope and change requests to minimize uncontrolled changes and project delays.

    • Ensure project deliverables meet defined requirements and acceptance criteria before completion.

    • Coordinate user acceptance testing, implementation readiness, production deployment, and project closeout activities.

    • Manage multiple concurrent projects while maintaining visibility into priorities, deadlines, risks, and resource constraints.

    • Lead requirements discovery and elicitation sessions with customers, product owners, subject matter experts, and other stakeholders.

    • Translate business needs into clear, complete, and actionable functional and non-functional requirements.

    • Develop and maintain business and functional requirements, non-functional requirements, business rules, user stories, use cases, acceptance criteria, process flows, data requirements, and integration requirements.

    • Facilitate requirements workshops and stakeholder interviews.

    • Analyze existing business processes and identify opportunities for process improvement and automation.

    • Develop current-state and future-state business process flows as appropriate.

    • Break high-level business needs into requirements sufficiently detailed for software development teams.

    • Work closely with technical architects and developers to ensure requirements are technically understood and feasible.

    • Maintain requirements traceability from original business requirements through design, development, testing, and acceptance.

    • Manage requirements changes and assess their impact on scope, schedule, cost, and other requirements.

    • Identify unclear, conflicting, incomplete, or missing requirements before development begins.

    • Maintain requirements documentation throughout the project lifecycle.

    • Work with QA resources to ensure test cases adequately validate documented requirements and acceptance criteria.

    • Participate in demonstrations, reviews, and user acceptance testing to confirm delivered functionality meets customer expectations.

    • Serve as a primary coordination point between customers, onshore resources, and the India-based offshore development team.

    • Translate customer and business requirements into clear work packages that offshore developers can successfully execute.

    • Ensure requirements, priorities, acceptance criteria, dependencies, and expected delivery dates are clearly communicated.

    • Conduct regular coordination meetings with offshore technical leads and development resources.

    • Establish effective handoff processes between U.S.-based and India-based team members.

    • Monitor offshore development progress and proactively address blockers, misunderstandings, and delivery concerns.

    • Review development status against project commitments rather than relying solely on reported task completion.

    • Ensure questions from the offshore team receive timely answers from appropriate business or technical resources.

    • Manage communication to minimize delays caused by geographic and time-zone differences.

    • Coordinate development, code review, testing, defect resolution, and release activities across onshore and offshore resources.

    • Maintain clear accountability for deliverables and deadlines and promote an effective one-team culture across distributed resources.

    • Occasionally participate in early-morning or evening meetings to provide reasonable overlap with the India-based team when project needs require it.

    • Operate effectively across Agile, Waterfall, and hybrid delivery environments.

    • In Agile environments, participate in or facilitate sprint planning, backlog refinement, stand-ups, demonstrations, and retrospectives.

    • Maintain and prioritize project backlogs in coordination with Product Owners.

    • Develop clear user stories and acceptance criteria and track sprint commitments, blockers, dependencies, and deliverables.

    • Coordinate releases across multiple development iterations.

    • In Waterfall environments, develop structured project plans with defined phases, milestones, dependencies, and approval points.

    • Establish requirements baselines before development begins and manage formal scope and change-control processes.

    • Coordinate requirements, design, development, testing, UAT, and implementation phases while maintaining project documentation and approval/signoff artifacts.

    • Use Asana or a comparable work management platform to develop project plans and schedules, create and track projects, tasks, subtasks, milestones, and dependencies, and assign responsibilities.

    • Manage due dates and deliverables, track risks, issues, action items, and backlogs, and provide clear visibility into project health and delivery status.

    • Develop dashboards, project status reporting, standardized project templates, and workflows as appropriate.

    • Understand when a traditional, Agile, or hybrid delivery approach is most appropriate for a particular project.

    Required Qualifications:

    • Bachelor's degree in Business, Information Technology, Computer Science, Project Management, or a related field, or equivalent professional experience.

    • 5+ years of project management experience, preferably managing software development or technology implementation projects.

    • Demonstrated experience performing business analysis and/or requirements management responsibilities.

    • Exceptional project management, organization, prioritization, and follow-through skills.

    • Demonstrated ability to drive projects to completion and hold team members accountable for commitments.

    • Strong requirements elicitation, analysis, and documentation skills.

    • Experience developing functional requirements, user stories, acceptance criteria, and business process documentation.

    • Strong understanding of the software development lifecycle.

    • Experience coordinating software developers, QA resources, business stakeholders, and technical teams.

    • Strong written and verbal communication skills.

    • Strong meeting facilitation and stakeholder management skills.

    • Ability to communicate effectively with both technical and non-technical audiences.

    • Ability to identify project risks and issues before they significantly affect delivery.

    • Strong analytical and problem-solving abilities.

    • Ability to manage multiple concurrent projects and competing priorities.

    Preferred Qualifications:

    • Experience managing a distributed or offshore development team, preferably a development team located in India.

    • Experience using Asana for project and work management.

    • Experience managing both Agile and Waterfall software development projects.

    • Experience operating in a hybrid Agile/Waterfall environment.

    • Experience developing and maintaining requirements traceability matrices.

    • Experience with software testing, UAT, release management, and production implementation.

    • Experience working with public-sector or government customers.

    • PMP, PMI-PBA, Certified ScrumMaster (CSM), PMI-ACP, CBAP, or similar professional certification.
