Job Overview:
  • An established consulting firm is seeking a highly qualified Technical IT Project Manager to oversee a comprehensive cloud modernization initiative.
  • This is contract-based role that supports the Procurement Automated Support System (PASS) Modernization Project, replacing an existing on-premises infrastructure with a state-of-the-art cloud solution.
  • The position operates on a hybrid schedule requiring four days on-site and one day remote in Washington, DC.
  • The target annual salary is $147,392.00 to $168,448.00 || $98.00/Hourly to $112.00/Hourly
Core Responsibilities:
  • Lead project planning and execution by constructing integrated project schedules, developing comprehensive documentation, and generating PMO status updates.
  • Direct all technical and functional tasks associated with data warehouse migrations, feature enhancements, legacy system decommissioning, and architectural modifications.
  • Convert technical strategies into executable project plans addressing resource allocation, timelines, communications, change management, and system integration.
  • Act as the primary liaison between PMO leadership, technical engineers, and external partner agencies to maintain alignment and operational transparency.
  • Manage project scopes, technical interdependencies, resource balancing, and risks through an active Risks, Actions, Issues, and Decisions (RAID) log.
  • Ensure all technological activities and deliverables strictly adhere to established security, data governance, testing, and architectural review standards.
  • Facilitate collaborative meetings, including Steering Committee and technical architecture forums, while documenting outcomes and driving decision follow-through.
Required Skills & Qualifications:
  • A minimum of a Bachelor's degree in Information Technology, Computer Science, or a related field, or an equivalent combination of education and experience.
  • An active Project Management Professional (PMP) or equivalent project management certification.
  • Sixteen or more years of experience managing complex IT projects or major technical workstreams within large-scale modernization efforts.
  • Sixteen or more years of experience coordinating project activities across diverse teams, third-party vendors, and partner agencies.
  • Sixteen or more years of experience monitoring project risks, tracking RAID logs, and delivering clear technical presentations to executive stakeholders.
  • Ten or more years of experience utilizing Agile Scrum methodologies, including sprint planning and roadmap execution.
  • Eight or more years of experience working with data warehouse environments, data integration concepts, and enterprise reporting platforms.
  • Eight or more years of experience coordinating system architecture updates, API integrations, and interface developments.
  • Six or more years of experience working with cloud computing platforms such as Oracle Cloud, AWS, or Azure.
  • Five or more years of experience overseeing System Integration Testing (SIT) and User Acceptance Testing (UAT) life cycles.
  • Five or more years of proficiency using Microsoft Office Suite, Microsoft Project, Teams, and SharePoint.
  • Two or more years of hands-on experience utilizing Databricks for data warehousing solutions.
Preferred Qualifications:
  • Two or more years of functional or technical knowledge of Oracle Cloud Fusion.
