JOB SUMMARY
 
The Technical Field Manager serves as EOC's technical lead for single family weatherization, HVAC, electrification, and building performance. This position provides quality assurance inspections, pre-installation mechanical system review, commissioning support, and technical guidance to contractors, agencies, utilities, and internal staff. The Manager ensures that installed measures deliver the intended energy savings, occupant comfort, safety, and program compliance while continuously improving technical standards across EOC's Single Family program.
 
Essential Functions
  • Collaborate closely with EOC’s CARE Agencies, Contractors, Utility Partners, and internal staff to ensure compliance with program and rebate requirements.
  • Perform quality assurance inspections of weatherization measures such as insulation and air sealing, heating and cooling mechanical equipment, and other retrofit upgrades performed on the home.  
  • Generate detailed inspection reports documenting installation quality, identifying, areas for improvement, missed opportunities and areas that exceeded expectations.
  • Manage the timely submission of inspection reports to Agencies and Summary Inspection Reports to funders.
  • Develop, implement, and maintain, and continuously improve technical specifications, installation standards, quality assurance requirements, and field guidance for Single Family programs.
  • Monitor contractor performance by identifying opportunities to enhance installation practices, inspection processes, and technical documentation while maintaining an openness to alternative solutions.
  • Verify the quality and performance of installed mechanical systems, including heat pumps and other electrification measures, by inspecting, troubleshooting, and diagnosing system performance issues.
  • Stay current on evolving building science practices, energy efficient technologies, electrification strategies, applicable codes, and program requirements, incorporating updates into inspections, standards; and training materials.
  • Support the development and delivery of technical trainings for internal staff, agencies, and contractors on program requirements, installation standards, quality assurance expectations, and emerging technologies.
 
Technical Responsibilities
  • Review contractors Manual J, Manual S, and Manual D calculations for HVAC replacement projects.
  • Evaluate equipment sizing, airflow, duct design, refrigerant piping, and ventilation strategies for code compliance and optimal performance.
  • Perform technical reviews of heat pump applications, load calculations, and system designs before and after installation.
  • Identify opportunities to improve building performance through integrated weatherization and electrification strategies.
  • Support development of technical specifications for emerging technologies including cold-climate heat pumps, heat pump water heaters, battery storage, demand response, and grid-interactive efficient buildings.
  • Collaborate with engineers and utility technical reviewers to resolve design issues and improve project outcomes.

  • Experience working in HVAC, specifically with heat pumps Experience and knowledge of working in mobile or manufactured homes
  • Experience with construction trades and/or building science
  • Experience in the nonprofit sector developing and building new partnerships
  • Experience working in single family weatherization
  • Ability to calculate and review Manual J reports
 
Preferred Qualifications
  • 2-3 years of hands-on experience with the installation, startup, troubleshooting, and service of heat pump HVAC systems, including proficiency with heat pump controls, heat pump-compatible thermostats, integrated controllers, balance point (switchover temperature) configuration, and system operation
  • Experience working with Investor-Owned Utilities and Rural Electric Associations
  • Experience working with utility rebates
  • Bachelor's degree from an accredited college or university, additional technical training or currently pursuing either of the two
  • Commitment to the mission of EOC
  • Passionate about energy conservation and serving income qualified participants
  • BPI/RESNET or alternative efficiency certification(s), particularly QCI certification
  • EPA 608 certification
  • Spanish language proficiency
 
Physical Demands/Working Conditions
  • Valid Driver's License required or the ability to be present to meet at various locations, and times as required
  • Must be able and willing to travel statewide to perform inspections as needed. Standing, walking, sitting, lifting, carrying, talking, hearing
 
 Work Environment
  • Hybrid – office location in downtown Denver and employees’ home or remote Colorado location 
  • Salary - Annual Equivalent 80,000 - 92,000.
