Role Details
We are seeking a Technical Manager to lead the integration workstream for the Go.gov implementation. The role will modernize legacy SOA (Service-Oriented Architecture) and file-based integrations into RESTful, API-driven interactions using Oracle Integration Cloud (OIC).
The Technical Manager will bring hands-on OIC and Oracle E-Business Suite (EBS) development experience, along with strong technical leadership, planning, documentation, and cutover management skills. The role will coordinate with internal teams, external systems, business stakeholders, and implementation partners to deliver secure, reliable, and supportable integrations.
Key Responsibilities
Integration Architecture and Design
• Lead the technical design and implementation of integrations between Go.gov and HHS using Oracle EBS, OIC, and external systems.
• Define the transition approach from existing SOA and file-based communications to RESTful API interactions using OIC.
• Establish reusable integration patterns for orchestration, transformation, routing, error handling, retries, monitoring, and operational support.
• Evaluate requirements and determine appropriate OIC adapters, connectivity methods, interface patterns, and deployment approaches.
• Define interface standards covering payloads, authentication, encryption, data mappings, error responses, logging, and service-level expectations.
• Ensure integration designs align with enterprise architecture, security, data, and operational requirements.
• Support coexistence between legacy interfaces and modernized REST-based services during the transition period.
OIC and EBS Experience
• Update design documents, review code and technical deliverables, and support troubleshooting for OIC integrations.
• Review integrations using REST, SOAP, file-based, and Oracle application connectivity patterns.
• Develop and support integrations involving Oracle EBS APIs, interfaces, concurrent programs, database objects, and related technical components.
• Perform hands-on development and review mappings, transformations, orchestrations, lookups, fault handling, notifications, and scheduling.
• Review integration code and configurations for performance, maintainability, security, and reuse.
• Diagnose issues across OIC, EBS, databases, network connectivity, and external systems.
• Support technical remediation of defects identified during unit testing, system integration testing, user acceptance testing, and production validation.
Technical Documentation
• Create and maintain comprehensive Technical Design Documents (TDDs) for OIC and EBS integrations.
• Document current-state and future-state integration architecture, interface purpose, source and target systems, data mappings, transformation rules, API and file specifications, authentication and security, error handling, retry logic, monitoring, performance assumptions, dependencies, test scenarios, and support procedures.
• Lead technical design walkthroughs and obtain reviews and approvals from the architecture review board, security, application, and business stakeholders.
• Maintain integration inventories, dependency maps, technical decisions, and implementation assumptions.
Planning and Delivery Management
• Develop and maintain the technical workstream project plan, including activities, dependencies, milestones, deliverables, owners, and critical path items.
• Coordinate technical work across OIC developers, Oracle EBS developers, infrastructure teams, security teams, testing teams, business stakeholders, and external system owners.
• Track technical risks, issues, assumptions, dependencies, and decisions.
• Provide accurate status reporting and escalate delivery risks early.
• Manage technical scope and identify impacts associated with changes to interfaces, data, environments, or external system requirements.
• Support estimation, sequencing, resource planning, environment planning, and release planning.
• Contribute to governance forums and provide clear recommendations on technical decisions and trade-offs.
External System Coordination and Cutover
• Lead technical coordination with external system owners and implementation partners.
• Confirm external system readiness, connectivity, credentials, certificates, endpoints, payloads, test data, and support contacts.
• Develop the technical cutover plan for interfaces involving Go.gov, Oracle EBS, and external systems.
• Define cutover sequencing, entry and exit criteria, validation steps, ownership, communications, rollback procedures, and contingency actions.
• Coordinate mock cutovers, SIT, UAT, production deployment, smoke testing, reconciliation, and post-go-live validation.
• Manage the transition from legacy SOA and file-based interfaces to RESTful integrations with minimal business disruption.
• Support hypercare by triaging production issues, coordinating resolution teams, and stabilizing integration operations.
• Ensure knowledge transfer and operational handoff to support teams.
