Description

Title: Technical Business Analyst 2
Location: Portland, OR (Hybrid, Remote possible after 6 months)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $41.51 $58.60 per hour (varies based on candidate location)

The Technical Business Analyst will support the implementation of small to medium sized IT systems by eliciting, analyzing, documenting, and managing business and technical requirements throughout the system life cycle. The role will work closely with business users, technical teams, project stakeholders, and vendors to clarify business needs, evaluate potential solutions, define requirements, support testing, and maintain alignment between delivered products and intended business value.

Position Responsibilities
  • Provide business analysis support for small to medium sized IT system implementations in accordance with established system life cycle processes.
  • Collaborate with senior analysts, lead analysts, and project leadership to plan the business analysis approach, objectives, activities, deliverables, resources, and level of documentation required for each project.
  • Work with business teams to understand goals, clarify ambiguous or incomplete information, define project scope, develop business cases, assess existing products, and support IT investment decisions.
  • Coordinate and facilitate requirements elicitation activities, including planning sessions, interviews, job shadowing, day in the life exercises, and reviews of existing processes, systems, regulations, and policies.
  • Analyze business needs and existing processes to develop current state and future state models, conduct gap analyses, and recommend improvements aligned with industry standards and best practices.
  • Assess product quality requirements, business process impacts, and other factors affecting solution design, organizational readiness, and change management activities.
  • Translate customer needs into detailed business, functional, and non functional requirements, including business rules, user stories, context diagrams, swim lane diagrams, and other appropriate artifacts.
  • Establish and maintain bidirectional traceability between business goals, objectives, requirements, test plans, acceptance criteria, delivered products, and business value.
  • Collaborate with business and technical stakeholders to validate requirements, establish priorities, resolve conflicts, define acceptance criteria, and obtain appropriate approvals.
  • Support solution testing by collaborating on test plans, coordinating test scenarios and user testing, and ensuring test activities are aligned with approved requirements.
  • Maintain requirements throughout the project life cycle, including documenting changes, tracking scope delivery, managing change requests, and monitoring whether delivered products meet business needs.
  • Serve as a liaison between business users, technical teams, project stakeholders, and vendors; support vendor evaluation activities as a non voting technical advisor and assist project teams with implementation gap and analysis work.


Position Requirements
Education & Corresponding Experience
  • A bachelor's degree in information technology/systems, business administration, or a closely related technical discipline is preferred.
    • 7 years of experience is required with an applicable bachelor's degree.
    • 11 years of experience is required without a degree or applicable degree.
  • Experience should be consistent with the specific requirements of technical business analysis and information technology and progressively more technical in nature
Required Technical Skills & Experience
  • Proficiency with Microsoft products, including Word, Visio, PowerPoint, Excel, and Outlook or similar.
  • Technical interviewing skills that include:
    • Functional/process interviewing in the business environment.
    • The ability to facilitate groups through process design and requirements gathering sessions.
  • Ability to communicate effectively with business and technical teams.
  • Ability to develop and maintain effective client and stakeholder relationships.
  • Strong technical writing skills and the ability to present information in various forms (verbally, in writing, visually, graphically ).
Preferred Skills & Experience
  • Proficiency with requirements modeling tools such as Jama or Sparx Enterprise Architect.
  • Experience with System Life Cycle (SLC) processes.
  • Experience with Traditional/Waterfall and Agile methodologies.
  • Experience with custom development and COTS implementation projects.
  • Some experience in project management and leadership.
  • Background in writing technical designs and specifications.
  • Energy/utility industry experience.
