Program Description

IHART is a mobile community resource team comprised of non-police personnel that will provide timely response – with a targeted response time of 10-12 minutes in the city of Vallejo. IHART will provide welfare checks, screening, and assessments to link residents to resources based on their specific and urgent mental and behavioral health needs. IHART mobile community resource unit will provide trauma-informed responses and linkages for mental and behavioral health and social services related calls, thus reducing the role of police and improving outcomes for individuals experiencing mental health- and social services-related crises. IHART will have partnerships with community system partners, to include, but not limited to, hospital emergency departments, Fire/EMS departments, SCBDHS’ mobile crisis team to provide 12-hour alternative response services to low-level 911 calls from Vallejo Residents. IHART response will focus on de-escalation, mitigation, and prevention of repeated emergency situations. Implementation of the IHART Program will build a collaborative network of service providers to allow for a safer response to behavioral health, quality of life and low threshold medical calls. Data collection activities from the IHART Program will support opportunities for evaluation and inform strategies for improvement.

 

Position Summary

The IHART Team lead is expected to be a pivotal leader who ensures the effective internal management of a 12-hour alternative response unit to low-level 911 calls from Vallejo residents. They will assist the IHART Program Manager in overseeing daily operations and guide the team’s efforts in alignment with IHART’s strategic vision. The Team Lead plays a critical role in shaping the program’s culture, cultivating an inclusive and thriving environment where every team member can contribute to and achieve the mission of IHART.

 

Program-Specific Responsibilities

• Program Oversight and Coordination:
  • Support the Program Manager in providing oversight to the IHART Program.
  • Monitor and coordinate weekly dispatch log through VPD.
  • Support the Program Manager with daily program operation.
  • Monitor and report shift vacancies.
• Direct Services:
  • Provide direct services to program participants, including crisis intervention, assessments, and connection to community-based resources.
  • Serve as the primary point of contact for an assigned caseload.
• Collaboration and Implementation:
  • Collaborate with the Program Manager to implement program models in accordance with delivery outcomes.
  • Support compliance with evidence-based practices.
  • Participate in the delivery of training and program presentations as assigned.
• Community Engagement and Outreach:
  • Actively engage in the program’s outreach campaign and collaborate with other departments on media and outreach materials.
  • Facilitate community involvement and advocacy efforts.
• Committees and Meetings:
  • Contribute to assigned committees and meetings, representing the IHART Program in Vallejo, and other meetings.
  • Attend and participate in assigned training for professional, program, and agency development and engagement activities.
• Additional Duties:
  • Ability to work a flexible full-time schedule to accommodate program/client needs. Both evening and weekend hours are required to accommodate a 12hr/7 day a week schedule. Perform other duties as needed to support the program and organizational goals.

Minimum Qualifications:

Education and Experience:

• High school graduate (or GED), bachelor's degree preferred
• Minimum of three year of experience working with transition-age youth and/or adults who are experiencing substance use disorders, mental illness, homelessness, or related challenges
• Experience in engaging and connecting with a diverse, high-need community of adults and young adults
• Desire and ability to work from a strength-based, client-centered model with an emphasis on harm reduction practices
• Ability and willingness to provide non-judgmental encouragement to clients is essential
• Ability to work cooperatively on a multi-disciplinary team, and to work with clients with various ethnic backgrounds
• Basic knowledge and experience working with computers, including word processing and data entry programs
• Written communication skills in English adequate to draft basic progress reports and meet the documentation requirements of the program
• Ability to effectively organize and present information in group settings
• Ability to work effectively both independently and collaboratively
• Verifiable clean driving record (Community outreach, such as home visit and health screenings appointments may be required) preferred
• Valid California Driver's License, insurance, and ability to travel as required to perform duties (preferred)

• Familiarity with County, State, and Federal documentation and reporting requirements.
• Knowledge of Cognitive Behavioral Therapy (CBT) and treatment of co-occurring mental health and substance use disorders preferred.

Physical Requirements, Use of Equipment, and Work Environment

The position requires sitting at a desk approximately 25% of the time, withstanding 25% and walking or driving 50% of the time. Ability to perform routine bending, stooping, twisting, and reaching. Lifting may be required occasionally of no more than 25 pounds at a time. Approximately 25% of the time the employee uses a computer, keyboard, mouse, telephone, mobile phone, fax machine, copier, and video conferencing equipment. FLSA Status: Exempt

Salary Range: $80,000 -$90,000 Annually (DOE)
