JOB TITLE: Teacher - English Language Development (ELD) Specialist - Bilingual Required

REPORTS TO: Building Principal

PRIMARY PURPOSE:

The ELD Specialist provides both Designated and Integrated ELD support to enhance learning opportunities for multilingual students, fostering academic growth and language development. This role involves collaborating with core teachers and instructional coaches to implement effective language techniques and equipping students with strategies to develop their reading, writing, listening, and speaking skills.

To strengthen instructional practices, the specialist provides professional development and guidance to teachers and paraeducators, ensuring the implementation of targeted academic support in Tier 1 instruction designed to enhance both language acquisition and academic achievement based on the specific needs of multilingual learners.

ESSENTIAL FUNCTIONS*:

• Collaborate with school staff and administrators to align academic and language standards, develop formative assessments, and implement strategies to enhance language development and academic success.
• Participate in the intake process for new multilingual (ML) students enrolling during the school year.
• Collect, interpret, and disaggregate data to assess student progress in academics, language development, and social-emotional growth, guiding instructional decisions in order to recommend and support corrective measures for students.
• Assist teachers in data analysis to develop and implement targeted intervention plans for ML students.
• Identify, assess, and evaluate language, academic, and social challenges affecting student learning by analyzing student data and conducting student observations in order to support language development.
• Monitor and maintain accurate records to assess student progress, using data collection, formative, and summative assessments to monitor and adjust instruction to meet learning goals.
• Support MTSS building teams in identifying screeners, diagnostic assessments, interventions, and progress monitoring tools.
• Implement English Language Proficiency (ELP) standards, best practices and instructional strategies to support language proficiency development and academic progress to ensure students acquire language skills and access the core curriculum.
• Provide Tier 1 targeted instruction using research-based strategies to increase academic achievement.
• Deliver Tier 2 and Tier 3 interventions to support language, academic, and social-emotional development.
• Support core teachers in diagnosing multilingual student learning needs and collaborating on instructional strategies, including the incorporation of state ELP standards and GLAD strategies to support language acquisition; including the selection of instructional resources, such as books, supplemental materials, and technology, to support ML students.
• Engage in professional collaboration by co-planning, co-teaching, and modeling best practices to enhance student engagement in reading, writing, speaking, and listening in core classrooms.
• Attend professional development opportunities such as workshops, institutes, webinars, and job-embedded PD related to ELD instruction.
• Facilitate training for staff on language development and best practices for supporting multilingual learners.
• Attend meetings across grade levels to collect information to positively impact multilingual student learning.
• Participate in Special Education referral meetings to rule out language proficiency concerns before referring students for Special Education services.

OTHER FUNCTIONS:

• Perform other duties as assigned by the Building Principal or Bilingual Director to support an effective learning environment.

WORKING RELATIONSHIPS:

Reports to building principal or designee. Interacts with administrators, teachers, support staff, students and parents. Develop and maintain positive and cooperative interactions and communication with school, staff, clients, and the community.

WORKING CONDITIONS:

The work is performed primarily indoors with some requirements for outdoor supervision and activities. The individual is required to frequently stand, walk, sit, stoop, kneel and crouch. There is occasionally reaching and lifting and carrying of up to 20 pounds.

QUALIFICATIONS:

Successful job incumbents will demonstrate a level of knowledge, skills and abilities as listed below.

Education and Experience

Bachelor of Arts Degree or higher in a related field from an accredited institution.

Washington State Teaching Certificate with K-8 Elementary Education or 4-12 Secondary Endorsement.

English Language Learner (ELL) or Bilingual Education Endorsement (BLE) required.

Teaching experience with multilingual learners.

Teaching experience in general education.

Required Knowledge, Skills and Abilities

Knowledge and understanding of ELD Standards, Multi-Tiered Systems of Support (MTSS). Response to Intervention (RTI), and Positive Behavioral Interventions and Supports (PBIS).

Strong background in curriculum development and instructional planning.

Spanish Bilingual Proficiency required.

Licenses/Special Requirements

Washington State Teaching Certification with appropriate endorsements
