Position Overview

Make an impact in your community while helping residents navigate important tax-related services! Cumberland County is seeking a knowledgeable, service-oriented professional to join the Tax Administration Department.

The professional will provide essential customer service and administrative support in the administration of property taxes. This position serves as an important resource for the public by responding to inquiries in person and by telephone, explaining applicable tax laws, policies, procedures, and records, and assisting customers with professionalism, accuracy, and courtesy.

The selected candidate will research tax accounts, identify and resolve discrepancies, process tax-related transactions, and maintain accurate records while handling sensitive information with discretion. Based on departmental and operational needs, the position may support the Customer Service, Assessment/Audit, Collections, or Mapping Division.

Examples of Duties

  • Handles and accounts for cash, checks, and electronic payments in accordance with established departmental procedures, internal controls, and standard bookkeeping practices
  • Processes and records tax payments and related revenues received in person, by mail, through lockbox services, or electronically
  • Balances the assigned cash drawer daily, issues receipts, applies payments accurately to tax records, and ensures financial transactions are properly recorded
  • Research current and delinquent tax accounts and calculates applicable principal, interest, penalties, special assessments, and other authorized fees
  • Investigates payment discrepancies and works with management to identify, document, and correct variances
  • Processes deposits associated with enforced collections and promptly notifies the appropriate Tax Collection Agents of applicable payments
  • Consolidates and reconciles daily receipts with system-generated reports, resolves discrepancies, prepares daily revenue deposits, and posts totals to tax revenue and collection journals
  • Contacts taxpayers regarding outstanding balances, research employee records for delinquent accounts, and provides administrative support to Tax Collection Agents
  • Prepares refund vouchers, corrected tax bills, tax notices, and other correspondence for distribution to taxpayers, mortgage companies, counties, businesses, and other appropriate recipients
  • Processes lockbox exceptions and mailed payments, maintains tax records and receipts, and research updated addresses for returned tax bills
  • Assists legal professionals, real estate closing professionals, and members of the public by preparing tax payoff calculations and providing deed references, tax statements, special assessment information, and other requested property tax records
  • Compiles and processes documents in accordance with established procedures and provides administrative assistance to other Tax Administration divisions based on operational needs

Minimum Qualifications

High School graduation or GED and one (1) year experience and/or training involving administrative work with public contact and use of computer-driven word processing programs.

Knowledge, Skills and Abilities

  • Knowledge of the procedures, laws, forms, and records used in property tax listing, assessment, billing, and collection functions
  • Knowledge of the complete property tax process and its impact on taxpayers and the public
  • Knowledge of automated systems and their applications within a tax administration environment
  • Skills in accurately entering, retrieving, reviewing, and maintaining data in automated recordkeeping systems
  • Skills in communicating clearly and effectively, both orally and in writing
  • Skills in performing arithmetic calculations accurately and efficiently
  • Ability to explain tax laws, policies, procedures, and account information to the public in a courteous, tactful, and professional manner
  • Ability to research tax records, identify discrepancies, and support the accurate resolution of account-related concerns
  • Ability to establish and maintain effective working relationships with taxpayers, coworkers, supervisors, and other stakeholders
  • Ability to prepare and maintain accurate, complete, and confidential records and reports

Conditions of Employment:

Employees are required to complete the North Carolina Fundamentals of Property Tax Collection Course within 24 months of hiring date.
