General Statement of Duties

Performs a variety of complex administrative support and office management duties requiring a comprehensive understanding of the departments mission, rules, regulations, goals and services.

An employee in this class assists a department or management official in carrying out a programs administrative activities by performing a variety of administrative and technical functions and is independently responsible for some program activities. The employee performs public contact and administrative office management duties to relieve the manager of operational detail. Work includes composing reports and correspondence; screening and independently handling a variety of inquiries by telephone and in person; setting up and attending meetings; coordinating functions or activities and maintaining a variety of records and files. The employee is responsible for interpreting, applying, and explaining program policies and procedures. Work is characterized by its variety and complexity and requires considerable analytical ability and organizational knowledge of applicable policies, procedures, and programs. The employee must exercise considerable independent judgment, discretion, and initiative in completing assignments and in handling difficult public contact situations requiring considerable tact. Work is performed under limited supervision and is evaluated for proper application of policies and procedures, quality and completeness of reports and recommendations and program accomplishments.

  • Drafts and composes correspondence and prepares a variety of scheduled and special reports for senior management and various government agencies; reviews and verifies records and reports for correct information; identifies potential inconsistencies and resolves discrepancies; researches files, activity reports and other information; compiles data and statistics and prepares reports; creates or updates policy and procedures manuals.
  • Provides customer service requiring considerable knowledge of the departments services, regulations and procedures; answers a variety of questions based on program and technical knowledge; selects appropriate materials to answer questions; explains rationale of answer and often resolves problems or complaints without managements assistance.
  • Identifies budgetary needs for the department; creates or edits spreadsheets and forms; compiles information for the budget document and typically prepares a draft budget for management review; maintains spreadsheets tracking budget expenditures by line item and by program area; processes department revenue generated from user fees, program fees, etc.; matches receipts to monthly statement; prepares reports and reconciliations.
  • Processes payroll for the department; verifies timesheets and leave records, ensures accuracy of records and maintains the departments personnel records and files; prepares and/or types confidential personnel reports, evaluations and disciplinary actions.
  • Independently administers one or more programs or major program components requiring both strong administrative skills and technical knowledge; ensures compliance with policies and regulations; monitors activities; maintains data and statistics, prepares and maintains records and prepares reports on activities.
  • Handles confidential or sensitive technical information in an appropriate manner.
  • Performs related duties as required.

Knowledges, Skills and Abilities

  • Thorough knowledge of modern office practices and procedures including automated office systems such as word processing, data base management, spreadsheet design and usage, specialized technology applications, website documents and other related resources.
  • Thorough knowledge of assigned department, its functions, policies, procedures, practices, and related laws and operations.
  • Considerable knowledge of laws and ordinances, procedures and practices related to area of assignment and of the organizations administrative, financial, personnel and purchasing procedures.
  • Skill in the use of information technology equipment and associated software products such as word processing, spreadsheets and data bases used in area of work assignment including the development of forms, form letters, tables, spreadsheets, data bases, etc. to compile records and generate reports.
  • Skill in communicating effectively and in conducting the departments business in person and by telephone and in customer service problem-solving and conflict resolution.
  • Ability to plan and organize administrative support and technical activities and tasks.
  • Ability to handle multiple priorities utilizing sound judgment and based on knowledge of departmental issues and needs.
  • Ability to do research and gather and compile materials from a variety of sources.
  • Ability to arrange and place data, statistics, records, reports and files into a proper sequence and develop hardcopy and electronic systems for retrieval and storage of departmental records.
  • Ability to establish and maintain effective working relationships with the supervisor, coworkers, County officials, customers and the general public.
  • Ability to work independently on responsible administrative support, technical and programmatic tasks, some of which may be confidential or sensitive.
  • Ability to be tactful and courteous while being persuasive and confident on County business.
  • Ability to complete assigned tasks based on general or limited instructions.

Desirable Education and Experience

Completion of a two-year business school program and at least three (3) years of office management experience, including a minimum of two (2) years supporting multiple teams/divisions and working directly with upper management.

Equivalent combinations of education and experience may be considered. Higher levels of education may reduce the required years of experience, provided the candidate has at least 2 years of office management experience.

FINANCIAL PROGRAMS

Retirement

Membership in the North Carolina Local Government Employees Retirement System is a requirement for all regular full-time and regular part-time employees. Employees contribute 6% of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have 5 years of service, you are 100% vested in the NCLGERS.

NC401(k)

The NC401(k) supplemental retirement program is available to regular full-time and regular part-time employees. The County establishes this 401(k) account for each eligible employee and makes a 5% contribution based on monthly earnings. Employees may elect to make voluntary contributions through payroll deduction.

457 Deferred Compensation

The 457 Deferred Compensation program is available to regular full-time and regular part-time employees through payroll deduction. Deferred compensation is a voluntary investment plan to supplement retirement income and to defer taxable income.

Special Separation Allowance

The Separation Allowance is available to law enforcement officers between the ages of 55 and 62 years that are eligible and retire under the provisions of the NC Local Government Employees Retirement System.

125 Flexible Benefit Plan

Flexible Spending Account options are available to regular full-time and regular part-time employees who wish to use pre-tax dollars for eligible medical, pharmacy, dental, vision, and daycare expenses. The Flex Convenience Card program gives you instant access to your account funds.

  • Health Care Spending Account -- Section 125 of the IRS Code allows yearly voluntary enrollment to set aside pre-tax dollars for eligible health care expenses.

Direct Deposit

Direct Deposit is a condition of employment for all employees. Deposit of your paycheck will be made to checking or savings accounts in a bank of your choice.

LEAVE PROGRAMS

Vacation Leave

For regular full-time County employees, vacation leave accrues based on length of service in the NC Local Government Employees Retirement System. Regular part-time employees accrue prorated vacation leave based on a percentage of the full-time benefit.

Sick Leave

For regular full-time County employees, sick leave accrues each pay-cycle. Regular part-time employees accrue prorated sick leave based on a percentage of the full-time benefit. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.

Holidays

The policy of the County is to follow the holiday schedule as published by the State of North Carolina each year.

  • Labor Day,
  • Veteran's Day,
  • Thanksgiving Day and the day after, and
  • Three (3) days at Christmas.

Military Leave

Annual Training - Reserves and National Guard -Ten paid workdays per fiscal year.

Active Duty - Reserves and National Guard - Ten paid workdays upon activation.

Civil Leave

Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.

Family Medical Leave Act

Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.

OTHER PROGRAMS

Employee Assistance Program (EAP)

The Employee Assistance Program is open to all employees and their dependents. It is a confidential service provided at no cost to the employees of the County. EAP provides certified counselors who administer assessment and brief therapy to employees who want help with a variety of personal and work-related issues such as stress, parenting concerns, grief, alcohol/drug use, family problems, financial concerns, and work-related problems.

Wellness Center and Telemedicine

We believe that staying healthy is inclusive of exercising regularly and taking care of your physical body. Nash County has a Wellness Center, which consists of various exercise equipment and videos, open to all full and part-time employees.

All full-time employees also have access to telemedicine through Teladoc. Teladoc treats conditions like allergies, sore throats, asthma, and more. Doctors are available by phone or video 24/7 from wherever you are. They are available to diagnose symptoms and send a prescription if needed.
