This position supports recruitment and selection activities while helping to strengthen and advance FCPAs talent acquisition programs. As a member of the HR team, partners with hiring managers and agency leadership to develop effective recruitment strategies, improve hiring practices, and support workforce needs across a large and complex organization.

Serves as a recruitment specialist for assigned positions and facilitates full-cycle recruitment activities, including position development, job postings, applicant screening, interview coordination, selection, and hiring process support. Develops targeted recruitment strategies for hard-to-fill positions, advises hiring managers and interview panels on recruitment and selection practices, and uses recruitment data and labor market information to identify opportunities to strengthen talent pipelines and recruitment outcomes. Ensures recruitment and hiring processes are conducted in compliance with applicable policies, procedures, and regulations and provides guidance to hiring managers and supervisors on recruitment and employment actions.

In addition to employment and recruitment responsibilities, supports agency-wide talent acquisition programs and initiatives focused on improving the candidate and employee experience. Develops and delivers resources and training for hiring managers and interview panels, evaluates recruitment and employment processes, identifies opportunities for process improvement, and supports initiatives designed to strengthen employee engagement and retention. Also contributes to recruitment analytics and special projects that advance FCPAs talent acquisition strategy.

  • Assists with workforce planning initiatives for department;

  • Researches and provides analysis of HR issues and initiatives;

  • Assists with recruitment processes for department.

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Experience facilitating high volume full-cycle recruitment processes, including sourcing, screening, interviewing, selection, and hiring activities.
  • Experience developing and implementing recruitment strategies for professional, technical, hard-to-fill, or specialized positions.
  • Experience creating, coordinating, and participating in outreach, well as building and sustaining partnerships to support talent acquisition initiatives.
  • Experience providing consultation, training, or guidance to hiring managers and interview panels regarding recruitment and selection practices.
  • Experience using recruitment data, analytics, or workforce information to evaluate recruitment outcomes and identify opportunities for improvement.
  • Experience developing or improving recruitment programs, processes, applicant tracking systems, or other HR technology.
  • Excellent oral and written communication, analytical, research, and project management skills.
  • Demonstrated ability to build collaborative relationships, manage multiple priorities, and develop creative solutions to recruitment and employee experience challenges.
  • Experience interpreting and explaining regulations, policies, and processes to employees and managers.
  • Proficient use of Microsoft Office Suite, SAP a plus.
  • Current HR certification (SHRM-CP, PHR) a plus.

PHYSICAL REQUIREMENTS:

Ability to assimilate written and verbal instructions and work independently. Mainly sedentary, ability to walk and lift up to 15lbs. All duties may be performed with or without reasonable accommodations.
