Transmission Line Services: Structural Steel & Foundation Inspection / Restoration Field Support

T&D Site Quality Specialist Transmission, Distribution, or Civil/Structural
Provides field-based observation, documentation review, and coordination support for transmission line structural steel and foundation inspection/restoration activities. The role supports project reporting by documenting site access, field conditions, equipment conditions, work progress, and observed conformance with applicable client-approved procedures, engineering requirements, safety practices, and quality standards. The individual coordinates communication among contractor crews, client representatives, engineering, environmental, access, and project personnel as directed by authorized project leadership. This role is intended to support field visibility, documentation, and escalation of issues identified by contractors. It does not include direct supervision of contractor personnel, control of contractor means and methods, final engineering acceptance, formal quality approval, or authority to modify scope, schedule, contract requirements, or project commitments.
Key Responsibilities:
  • Provide field observation and coordination support for contractor crews performing lattice tower steel, concrete foundation inspection, repair, and restoration activities.
  • Document observed field conditions, work status, access constraints, equipment conditions, photographs, reports, and other project deliverables.
  • Review required documentation for completeness and consistency with applicable project requirements.
  • Identify and document observed work that does not conform to client-approved procedures, specifications, engineering requirements, quality standards, or project expectations.
  • Communicate quality concerns, deficiencies, and potential corrective actions to authorized client and internal representatives for review and direction.
  • Serve as a field liaison to support communication among contractors, client program leadership, engineering, environmental, property/access, and project stakeholders.
  • Identify safety concerns, imminent danger conditions, or significant nonconformance and escalate them in accordance with applicable project protocols.
  • Exercise stop-work authority only where expressly permitted by project procedures and only within the limits of that delegated authority.
  • Communicate field conditions, progress, concerns, and required actions through approved project communication and documentation channels. Text messaging may be used for time-sensitive coordination only when permitted by project protocol and should be followed by appropriate project documentation when required.
  • Travel between assigned crews, transmission lines, substations, and work locations to complete assigned field observation and documentation responsibilities.
  • Support pilot program development within the approved scope of work. Any material change in responsibilities, authority, deliverables, duration, or work location should be reviewed and approved through applicable internal and client governance processes.
Ideal Qualifications:
  • Strong QA/QC, field observation, or construction support background.
  • Experience with concrete foundations, structural steel, and/or lattice transmission structures.
  • Understanding of electrical transmission line construction, substation construction, maintenance, inspection, and right-of-way restoration is preferred. Similar experience with concrete foundation and structural steel construction and/or inspection will be considered.
  • Strong verbal and written communication skills.
  • Experience with Microsoft Office Suite, and GIS applications.
  • Ability to identify and appropriately escalate safety hazards in energized transmission line corridors and substations.
  • Strong situational awareness.
  • Ability to coordinate effectively with contractors, client leadership, engineering, environmental, and property/access stakeholders.
Ability to work independently, support multiple crews and priorities, and adapt to evolving program requirements within approved project governance processes.
Role Boundaries
This role provides field observation, documentation, coordination support, and escalation only. The individual does not direct contractor means, methods, techniques, sequences, procedures, or safety programs. Contractors remain responsible for supervising their workforce and performing work safely and in accordance with applicable contract, regulatory, client, and project requirements. Final acceptance, engineering disposition, quality approval, scope changes, schedule changes, and contractual commitments remain with authorized client, engineering, quality, procurement, or internal project representatives.
