    Description

    Provide a short description of the Position:
    Implement solutions for CNET and REMS refactoring and restructuring project and other projects as needed utilizing tools such as C#, .NET, PL/SQL,and various other programming tools.

    Provide a list of the day-to-day tasks to be performed by the Selected Candidate:
    Daily Tasks will include but are not limited to the following:

    • Execute full software development life cycle (SDLC)
    • Use Microsoft Visual Studio 2022 or higher and write code using MVC, .NET, JavaScript, CSS, HTML, XML.
    • Prepare scripts to create and modify existing Oracle tables, create indexes, constraints, triggers, views, etc., code stored procedures and packages, convert and migrate data when necessary.
    • Design, Diagnose and troubleshoot various rules, calculations, and data issues on application reports.
    • Mentor and assist other programmers, both state and consultant, providing guidance for debugging, troubleshooting, securing and deploying applications, data access, data communications and system architecture configurations.
    • Use a source code repository, such as Gitlab, Azure DevOps for checking source code in and out, and branching off new versions of the source code.
    • Work within the IT Service Management System to take in incidents and service requests for the application, as well as request services from other ITS groups.
    • Diagnose and debug production issues reported via ITSM. Escalate critical calls as necessary and join bridge calls to assist in diagnosis.
    • Report status of current tasks and outstanding issues to supervisor.

    What are the daily work hours? (Note if negotiable or list preferred start and end time):
    8.5 hour work-days between the hours of 7:30 am and 6 pm Monday Friday, with 1/2 hour unpaid lunch.

    ***This position requires in-person onsite presence. As per ITS policies in effect currently, 50% remote and 50% in-person is required, and this can change without any prior notice at any time***

    Develops and implements applications and programs for the backend processing systems used in businesses and organizations.

    Position Requested Qualifications (Per Attachment 7, Section 1.2.5):

    • 108 Months Experience as lead developer on projects performing and implementing systems design, configuration, deployment, troubleshooting, performance tuning, preventative maintenance and security procedures.
    • 108 Months Experience in using Microsoft Visual Studio to design & develop complex n-tier web applications using C#, ASP.NET/MVC, .NET Core and modern programming principles; Object-oriented, scalable, maintainable, single-responsibility and highest application security standards.
    • 96 months Experience developing and maintaining web applications that utilize HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap and Cascading Style Sheets.
    • 36 Months Experience designing & implementing applications which contain Health Care data that fall under HIPAA Protected Health Information (PHI).
    • 96 Months Experience with Oracle 11G or higher: Database design, PL SQL coding, stored procedures, packages, functions and cursors, indexes, triggers, creating tables, etc. and Oracle SQL query optimization.
    • 96 Months Experience developing HTML reports and/or developing reports with Crystal Reports version 10 or above and invoking them from .NET applications.
    • 84 Months Experience creating and reading formal Technical documentation based on system requirements, interpreting and analyzing business requirements and building the logic within an application's code to meet those requirements
    • 60 Months Experience with Team Foundation Server (TFS) 2010 or later, Azure Devops or GitLab, for development activities and source control.
    • 48 Months Experience developing applications that follow Web Content Accessibility Guidelines 2.0.

    Will additional training potentially be required during the Engagement? If YES, provide description of anticipated training:
    Candidate will attend all New York State/GOER and Agency mandated training programs, including Internal Controls, Prevention of Workplace Violence, Sexual Harassment Prevention, Information Security and In house sessions to acquaint the candidate with the OMH applications he/she will be supporting.

    What type and/or manner, of knowledge transfer is requested during the Engagement?
    During the term of this assignment, knowledge transfer from the consultant/project team to State employees will be mandated. The knowledge transfer plan will be a written plan with details determined by the state team lead in collaboration with the selected consulant according to the specific program needs
