JOB DESCRIPTION:

The Systems Programming Consultant is responsible for developing and maintaining database queries, analyzing large education datasets, and producing accurate reports to support data-driven decision-making. This position supports the State's education data reporting and accountability functions by ensuring the accuracy, integrity, and timeliness of data used for compliance with state and federal requirements, policy development, and strategic decision-making. Reporting responsibilities primarily support postsecondary education within the Florida College System and Career & Adult Education programs.

The position requires strong technical, analytical, and communication skills (both written and verbal) to deliver high-quality data products for internal and external stakeholders. Work produced in this role directly informs education policy, institutional planning, and leadership decision-making.

The ideal candidate is detail-oriented and organized, technically skilled, and a proactive problem-solver who takes initiative. The candidate must be able to operate both independently and collaboratively in a fast-paced, team-oriented environment.

DUTIES & RESPONSIBILITIES:

• Develop, maintain, and optimize SQL and/or SAS queries for standard and ad hoc reporting supporting Florida College System, Career & Adult Education, and PK-12 education reporting with a high degree of accuracy and attention to detail
• Analyze large and complex datasets to answer education-related questions, demonstrating strong problem-solving skills
• Produce accurate, timely reports used by leadership and external stakeholders, with a strong sense of accountability and ownership
• Verify and assist in the review of data for federal reporting requirements, including reporting for the Integrated Postsecondary Education Data System (IPEDS), Perkins, and National Reporting System for Adult Education (NRS).
• Design, code, test, and document queries, extracts, and datasets with a focus on organization, consistency, and technical precision
• Evaluate and improve system queries and processes for efficiency and performance, demonstrating initiative and a continuous improvement mindset
• Update and maintain data marts and reporting environments while managing multiple priorities in a fast-paced setting
• Maintain complete, clear, and well-organized documentation for all programs, reports, and data processes
• Apply quality control and validation practices to ensure data accuracy and consistency, demonstrating strong attention to detail
• Manage version control for programs and associated documentation with a high level of organization and reliability
• Assist in the development and refinement of business requirements
• Communicate technical concepts and findings to non-technical stakeholders
• Provide responsive and solution-oriented technical support to internal and external customers, fostering positive working relationships
• Maintain detailed knowledge of data sources, structures, and definitions related to Florida College System and Career & Adult Education reporting, demonstrating a strong commitment to data integrity
• Ensure accurate and efficient data retrieval practices through careful analysis and adherence to standards
• Support consistent use of data standards and reporting methodologies, with a focus on reliability and compliance

MINIMUM QUALIFICATIONS

Associate's degree in Information Technology, Computer Science, Data Analytics, or a related field and two (2) years of experience writing database queries or performing statistical analysis OR equivalent combination of education and experience

• Experience with SAS and/or SQL strongly preferred
• Experience working with large, complex datasets preferred
• Experience with education data is preferred but not required

KNOWLEDGE, SKILLS AND ABILITIES:

• Proficiency in SQL and/or SAS for data extraction and analysis or experience with other programming languages
• Strong understanding of data management, data quality, and validation techniques
• Strong analytical and problem-solving skills, with the ability to think logically and organize information effectively
• Experience writing, testing, and debugging queries or programs
• Ability to analyze large datasets and identify trends, issues, and anomalies
• Experience developing structured reports or data outputs
• Proficiency in Microsoft Office (especially Excel and Word; PowerPoint is a plus)
• Familiarity with data warehousing or data mart concepts preferred
• Experience with relational databases preferred
• Ability to communicate technical information to non-technical audiences
• Strong organizational skills and attention to detail

LEAVE INFORMATION: (CS)

• Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
