Mid-Level, Systems Analyst
30 month contract

Work model: 50% telecommuting, 50% Office per week in Albany, New York
--- Project Description ---
This position will assist in the development and testing of the Medicaid
Eligibility and Client Management (MECM) system, working with
requirements, testing, and help desk service.
--- Day-to-Day Tasks ---
1. Review and assist in development of testing requirements and test
plans
2. Create and implement user acceptance and regression testing for
WMS System Changes and MECM implementation;
3. Define user requirements;
4. Create documentation to support projects and reflect organizational
change;
5. Research, propose, and test systems solutions to identified user and
systems issues;
6. Create ad hoc reports utilizing various databases to support analysis
and reporting for internal and external customers
7. Assist in defining process improvement through the identification of
policy, process and systems gaps;
8. Provide written documentation as required using department forms
and processes;
9. Apply knowledge and experience of Medicaid regulations and
program policy to system design and associated business processes;
10. Coordinate project activities and the resolution of action items for
multiple stakeholder groups.
11. Facilitate meetings between SMEs, policy development staff, and
business owners to ensure mutual understanding of requirements
--- Required Qualifications ---
• 36 months experience creating reports/analyses using Tableau, MS Access,
COGNOS, Power BI or similar tools.
• 36 months of experience querying/analyzing data using PL/SQL, SQL, Python
or similar tools
• 18 months of experience in working with business and system stakeholders
to create robust test plans/test cases for web applications.
• 18 months of working experience in creating, managing and executing
functional and regression test scripts
• 18 months of working experience in performing application testing based on
written test scripts, documenting, tracking and commiunicating defects
utilizing JSM/JIRA or similar tool
• 18 months of working experience analyzing business requirements
documents and working with technical and policy teams to identify gaps
• 12 months help desk related experience including documenting, trouble
shooting, and resolving reported software issues
• Bachelor's Degree or higher in Computer Science or related majors
