The Texas Comptroller of Public Accounts is seeking an experienced Systems Analyst 3 to provide functional support for the CAPPS Financials (PeopleSoft FSCM 9.2) environment. This senior-level role focuses on General Ledger, Commitment Control, Budgeting, Cash Receipts, and Project Costing, supporting over 100 Texas state agencies.

Responsibilities

Serve as the functional SME for CAPPS Financials (GL, KK, CR, PC)
Configure and maintain PeopleSoft Financials modules
Support production issues, batch jobs, fiscal year-end, and system enhancements
Coordinate testing (UAT/regression), releases, and change management
Analyze business requirements and develop functional design documents
Provide Tier 2 production support and collaborate with Tier 3 vendors
Support integrations with USAS, TINS, and other statewide systems
Deliver user training, documentation, reporting, and executive presentations
Participate in disaster recovery, audits, accessibility compliance (WCAG 2.1), and Major Incident Management

Required Qualifications

15+ years supporting Texas state government financial systems
12+ years configuring PeopleSoft FSCM 9.2, including General Ledger and Commitment Control
Extensive experience with CAPPS Financials, App Designer, SQL, SQR, BI Publisher, Integration Broker, and PeopleSoft security
Strong knowledge of CAPPS production support, batch processing, fiscal year-end, and statewide financial operations
Experience with ServiceNow/BOSSDesk, ITIL, disaster recovery, executive presentations, and audit support
Experience supporting large, multi-agency statewide ERP environments

Preferred Qualifications

Experience with PeopleSoft Asset Management, Accounts Payable, Purchasing/eProcurement, Accounts Receivable/Billing, Inventory, Strategic Sourcing, Travel & Expense, and Project Costing
CPA CAPPS production support experience
Knowledge of legacy statewide financial systems (USAS, TINS, SPA)

Please Note: This position requires extensive experience supporting Texas state government CAPPS/PeopleSoft Financials. Candidates without significant PeopleSoft FSCM and Texas public sector experience are unlikely to be considered.
