The Texas Comptroller of Public Accounts is seeking an experienced Systems Analyst 3 to provide senior-level functional support for the CAPPS Financials Accounts Payable (PeopleSoft FSCM 9.2) environment. This role serves as the subject matter expert for the Accounts Payable module, supporting production operations, system configuration, enhancements, integrations, testing, fiscal year-end activities, and agency support across the State of Texas.

Responsibilities

Serve as the functional SME for the CAPPS Accounts Payable module
Configure and support PeopleSoft FSCM 9.2 Accounts Payable
Troubleshoot production issues and provide Tier 2 support
Coordinate testing, UAT, enhancements, and release management
Support fiscal year-end processing and statewide agency operations
Monitor batch jobs and system integrations
Collaborate with technical teams, vendors, and state agencies
Develop documentation, training materials, and executive presentations
Participate in disaster recovery testing, audits, and major incident management
Ensure compliance with State of Texas policies and WCAG 2.1 accessibility standards

Required Qualifications

12+ years supporting PeopleSoft FSCM 9.2 Accounts Payable
Extensive experience with CAPPS Financials in the Texas public sector
Strong functional configuration experience within PeopleSoft AP
Experience supporting statewide ERP environments and multiple agencies
Knowledge of App Designer, SQL, SQR, BI Publisher, Integration Broker, PUM, Fluid UI, and Elasticsearch
Experience with fiscal year-end processing, batch job management, and production support
Familiarity with ServiceNow or similar ticketing systems
Strong communication, documentation, and stakeholder management skills
Knowledge of ITIL principles and WCAG 2.1 accessibility requirements

Preferred Qualifications

Experience with additional PeopleSoft FSCM modules including:
- General Ledger
- Asset Management
- Purchasing/eProcurement
- Accounts Receivable/Billing
- Inventory
- Project Costing
- Strategic Sourcing
- Travel & Expense
Experience supporting CPA legacy financial systems (USAS, TINS, SPA)
