Job Title: Systems Analyst 3

Location(s): Austin, TX


Position Summary
Seeking two senior Systems Analysts to support a statewide ERP program focused on Human Resources and Payroll operations. The role provides advanced functional and technical support for a large-scale PeopleSoft HCM 9.2 environment serving over 100 agencies and multiple shared-service instances. Candidates will support system enhancements, production operations, compliance initiatives, integrations, testing, incident management, and agency-facing functional consulting activities.

Key Responsibilities

  • Provide senior-level functional and consultative support for statewide HR/Payroll ERP operations.
  • Serve as a functional subject matter expert for:
    • Workforce Administration
    • Talent Acquisition Manager/Candidate Gateway (TAM/CG)
    • HR Security and Row-Level Security
    • State HR policies, labor regulations, and statutory compliance
  • Support CAPPS HR/Payroll production operations and agency customers.
  • Develop and review Functional Design Documents (FDDs).
  • Perform functional configuration and system setup activities.
  • Configure and maintain:
    • Job Codes
    • Positions
    • Departments
    • Compensation Structures
    • Workflow/AWE Approvals
    • Business Units, SetIDs, and Table Structures
  • Create and maintain PS Queries and Business Objects reports.
  • Configure and support FMLA functionality including:
    • Leave plans and entitlements
    • Leave types
    • Payroll and Time & Labor integration
    • Compliance reporting and audits
  • Support technical activities involving:
    • Application Designer
    • Integration Broker
    • REST/SOAP integrations
    • SQR and BI Publisher reporting
    • SQL development and analysis
    • PeopleSoft security and multi-tenancy controls
  • Support PeopleSoft tools and lifecycle management:
    • PUM
    • Change Assistant
    • Fluid UI
    • Elasticsearch/Search Framework
    • Data migration and compare reporting
  • Gather requirements and support enhancements and break/fix efforts.
  • Coordinate UAT, regression testing, documentation, and training activities.
  • Manage incidents through ServiceNow, BOSSDesk, and related support platforms.
  • Deliver Level 2 support and coordinate with Managed Services Tier 3 vendors.
  • Participate in:
    • Major Incident Management (P1/P2)
    • Disaster Recovery testing
    • Upgrade testing
    • SOC-1 audits
    • User groups and steering committee presentations
  • Ensure WCAG 2.1 accessibility compliance across deliverables.
  • Provide mentoring and cross-training for junior analysts.
  • Support fiscal year-end, legislative updates, year-end payroll processes, and agency expansion projects.

Required Qualifications

  • 8+ years supporting or working directly with Texas state government agencies.
  • 8+ years supporting PeopleSoft HCM 9.2 HR modules.
  • 8+ years knowledge of State of Texas HR policies and procedures.
  • 8+ years knowledge of federal labor laws and regulations.
  • 8+ years experience preparing WCAG 2.1-compliant materials.
  • 8+ years experience interpreting contractual requirements and managing vendor accountability.
  • 8+ years experience with:
    • Data integration
    • Data quality management
    • Software Development Life Cycle (SDLC)
  • 4+ years performing functional project management activities within CAPPS environments.
  • 3+ years experience applying ITIL principles, ITSM, and ITAM practices.
  • 3+ years supporting CAPPS Central production and expansion efforts across 100+ agencies and multiple Hub environments.

Preferred Qualifications

  • 4+ years supporting FMLA administration within CAPPS.
  • 4+ years supporting fiscal year-end activities involving organizational and legislative changes.
  • 4+ years supporting mass salary action processing.
  • 4+ years performing customer-facing support for CAPPS expansion projects.
  • 4+ years gathering requirements and creating functional specifications for legislatively mandated benefits enrollment programs.
  • 4+ years supporting integrations using web services between state agencies.
  • 4+ years performing SQL synchronization activities between CAPPS and legacy systems.
  • Experience supporting statewide financial systems and legacy production environments.

Ideal Candidate Profile
The ideal candidate is a senior PeopleSoft HR/Payroll functional analyst with extensive Texas public-sector experience, deep CAPPS expertise, strong knowledge of labor law and HR policy compliance, and proven experience supporting large-scale statewide ERP environments serving multiple agencies. Experience with FMLA administration, agency expansion initiatives, integrations, incident management, and PeopleSoft configuration is highly desirable.
