Job Title: Systems Analyst 3

Summary
A state government agency is seeking a senior-level Systems Analyst to support and enhance a statewide ERP environment based on Oracle PeopleSoft HCM 9.2. The role combines functional HR/Payroll expertise, system configuration, security administration, reporting, ACA compliance, production support, project coordination, and Tier 2 application support for a large multi-agency environment.

Key Responsibilities

  • Serve as a senior functional analyst supporting the statewide HR/Payroll ERP platform.
  • Act as a primary point of contact for participating agencies.
  • Perform system analysis, functional design, configuration, testing, implementation, and production support.
  • Configure and maintain HR modules including:
    • Workforce Administration
    • Position Management
    • Compensation
    • Security Administration
    • Commitment Accounting
    • Time and Labor
    • Recruiting functionality
  • Create and review Functional Design Documents (FDDs).
  • Configure delivered PeopleSoft functionality including:
    • Page and Field Configurator
    • Drop Zones
    • Event Mapping
    • Page Composer
  • Manage HR security, row-level security, and multi-tenant security requirements.
  • Interpret and implement state HR policies, labor regulations, and statutory requirements.
  • Support ACA compliance and 1095-C reporting processes.
  • Develop and maintain interface files for IRS reporting and electronic submission.
  • Provide reporting expertise including requirements gathering, report development, testing, governance, and documentation.
  • Support major incidents, disaster recovery testing, upgrades, audits, and year-end processing activities.
  • Deliver presentations to executive leadership, user groups, and steering committees.
  • Provide cross-training and mentoring to junior analysts.
  • Ensure accessibility compliance with WCAG 2.1 standards.
  • Support ITIL-based service management processes.

  • 15+ years of State of Texas policy knowledge.
  • 15+ years of federal labor law experience.
  • 15+ years supporting PeopleSoft technical tools including Application Designer, Integration Broker, SQL, SQR, BI Publisher, and Business Objects.
  • 12+ years performing PeopleSoft configuration changes.
  • 12+ years of ERP security and NIST-based security practices.
  • 10+ years supporting a statewide or multi-agency Texas government environment (30+ agencies).
  • 10+ years supporting CAPPS HR/Payroll on PeopleSoft HCM 9.2.
  • 10+ years creating strategic roadmaps and leading cross-functional initiatives.
  • 10+ years supporting PUM, Fluid, and Elasticsearch.
  • 10+ years performing functional project management activities.
  • 10+ years providing Tier 2 production support in a managed-services environment.
  • 10+ years supporting Major Incident Management (P1/P2 incidents).
  • 10+ years participating in Disaster Recovery testing.
  • 10+ years preparing executive-level presentations.
  • 10+ years supporting audits and public records requests.
  • 10+ years interpreting vendor contracts and ensuring compliance.
  • 10+ years performing SQL synchronization activities between CAPPS and SPRS.
  • 8+ years preparing WCAG 2.1-compliant materials.
  • 3+ years of ITIL/ITSM/ITAM experience.

Preferred Experience

  • 10+ years supporting production activities for legacy statewide financial systems.

Ideal Candidate Profile
The ideal candidate is a senior PeopleSoft HCM functional/technical analyst with extensive State of Texas CAPPS HR/Payroll experience, deep knowledge of statewide HR policies and federal labor regulations, strong ERP security expertise, advanced reporting and integration skills, and a proven background supporting large multi-agency government environments. Experience with ACA reporting, executive communications, disaster recovery, major incident management, and PeopleSoft modernization tools is highly desirable.
