Systems Analyst 3

Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be;summarized, and formats for reports. The ideal candidate will have strong SQL skills with the ability to develop and execute complex queries and joins, perform data quality analysis, and translate business needs into actionable insights.

DESCRIPTION OF SERVICE
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be;summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

Seeking a Senior Data Analyst with experience in business and data analysis, including leading JAD sessions, eliciting requirements, and documenting business processes and analytical findings. The ideal candidate will have strong SQL skills with the ability to develop and execute complex queries and joins, perform data quality analysis, and translate business needs into actionable insights. Experience designing dashboards, KPIs, and performance measures to support data-driven decision-making is required.

II. CANDIDATE SKILLS AND QUALIFICATIONSMinimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Experience in IT, supporting the design, development, or delivery of technology solutions. 8 Required Experience with Integrated Eligibility systems, including full SDLC involvement (requirements through implementation). 8 Required Experience in business analysis and data analysis. 8 Required Experience conducting JAD sessions, eliciting requirements, and documenting business processes and data analysis findings. 8 Required Experience using SQL, including the ability to create and execute complex joins. 8 Required Experience analyzing data quality. 8 Required Experience designing dashboards, including measures and KPIs. 4 Preferred Experience with the Texas Integrated Eligibility Redesign System (TIERS).
III. TERMS OF SERVICE
Services are expected to start 09/01/2026 and are expected to complete by 08/31/2027. Total estimated hours per Candidate shall not exceed 2008 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
